Ponce, Contracting Officer, (808) 449-6860 Ext 301 Hickam AFB is
seeking qualified firms to provide Architect-Engineer services under a
firm fixed price contract for Title II services to include
surveillance and construction management services for a FY98 Improve
Family Housing project, with an option to provide similar services for
a FY99 Improve Family Housing project. The improvement projects
consist of whole house renovations including enlargement and
modernization of units, new air conditioning, environmental abatement,
new playground utilities, construction of carports, sidewalks, parking
lots and playgrounds. The FY98 project covers the renovation of 126
housing units and associated neighboorhood improvements with an
anticipated construction start in the second quarter of FY98 (January
98), and construction duration of 18 months. The optional FY99 includes
the renovation of 36 housing units and associated neighborhood
improvements with an anticipated construction starting in second
quarter FY99 (January 1999) and construction surveillance; review of
submittals/shop drawings; review of contractor schedules; approval of
payment requests; keeping daily/monthly contractor review meetings;
monitoring contractor performance; providing technical expertise;
processing contract modifications (including cost estimates);
coordinating with base contracting and project managers; and
inspection/turn-over of completed facilities. At a minimum, the A-E
shall provide a full-time project manager (registered architect or
professional engineer) and a full time construction inspector.
Additional personnel may be considered to support A-E efforts during
peak construction periods. Firms that meet requirements described in
this announcement are invited to submit a letter of interest and
completed Standard Form 254/255. Volume of DoD fees in the last 12
month shall be included in the submittal. Submission of additional
information is not required. Submittals shall be limited to 50 pages,
which each side of printed material counting as one page. Selection of
firms for negotiations shall be through an order of preference based
upon demonstrated competence and qualifications necessary for the
satisfactory performance of the services required, that include (1)
Recent specialized excperiencve and technical competence in performing
work as firected above; (2) Professional qualifications of staff and
consultants who will actually perform the work; (3) Professional
capacity of the firm to perform work in required time; (4) Past
performance history on both DoD and other contracts in terms of qulaity
of work, cost control, and compliance with performance schedules; (5)
Volume of work previously awarded the firm by DoD with the objective of
effecting and equitable distribution of A-E contracts among qualified
firms; and (6) geographic proximity to Hickam AFB, Hawaii, provided
there are an adequate number of qualified firms for consideration.
Responses must be received before 4:00 PM, on or about 20 Oct 97 to be
considered for selection. Electronic facsimile submittals will not be
