synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; proposals/quotes are
being requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation (RFQ) #70551,
the provisions and clauses incorporated are those in effect through
Federal Acquisition Circular #90-46. This solicitation is under the
Simplified Acquisition Procedures (SAP) Far Subpart 13 including the
Test Program, on an unrestricted basis. The Standard Industrial
Classification Code is 2836 and the Business Size Standard 500
employees. This will be a Firm-Fixed price contract. This is an "all or
none" solicitation. The chosen vendor must provide the same brand for
the entire requirement. The FBI has a requirement consisting of the
following: 15,000 each, Hepatitis A Vaccine, inactivated in 1 ml single
dose prefilled syringe containing 1 adult dose: 1440 EL.U. Per ML with
a minimum expiration date of 2 years -- Delivery shall be FOB
Destination to: FBI, at sixty (60) different receiving locations,
within the Continental United States including Honolulu, HI, Anchorage,
AL, and San Juan, PR -- Inspection and Acceptance will be done by each
of the sixty (60) receiving locations -- Addresses shall be provided
at award -- First delivery time to begin 30 days or less ARO with
future deliveries arranged for each location -- Each vendor shall
provide all packing and shipping instructions for safe handling. Each
delivery must be next day delivery. The following clauses and
provisions are incorporated by reference and apply to this acquisition:
FAR Provision 52.212-1 Instructions to Offerors -- Commercial Items
(Oct 1995), FAR Clause 52.212.4 Contract Terms and Conditions --
Commercial Items (May 1997), and FAR Clause 52.212-5 Contract Terms and
Conditions Requiredto Implement Statutes or Executive Orders --
Commercial Items (Aug 1996). Each offeror shall include a completed
copy of the FAR Provision at 52.212-3 Offeror Representations and
Certifications (Jan 1997) with its offeror. All responsible sources may
submit a quote which if timely received shall be considered by the
agency. All proposals shall be submitted to the address listed on line
number seven no later than 2:00 P.M. EST, 9/29/97. All proposals shall
be clearly marked with RFQ #70551. The Point of Contact for all
information regarding this acquisition is Mr. Robert J. McMahon,
Contracting Officer, at the address and phone number listed above. All
offerors are hereby notified that if your proposal is not received by
the date/time and at the location specified in the announcement, that
it will be considered late/nonresponsive. Proposals can also be faxed

solicitation number. The award will be made to the responsive,
responsible offeror submitting the lowest priced technically acceptable
offer and meeting all terms and conditions set forth in this
