dburnett@comdt.uscg.mil. The CBD synopsis submitted Sept 8, 1997,
requesting responses from parties interested and capable of providing
payroll and perhaps personnel and/or benefits services to the
Department of Transportation, stated that the system must be "Title V
compliant". The requirement more correctly should have been clarified
in terms that the employees to be serviced are covered by Title 5 of
the United States Code (U.S.C.). The specifications with which any
proffered payroll system must be in compliance are embodied in Title 6
of the General Accounting Office (GAO) Policy and Procedures Manual
for Guidance of Federal Agencies; Pay, Leave and Allowance, along with
the Joint Financial Management Improvement Program, Personnel/Payroll
Systems requirements, published in May, 1990. The regulations for the
Human Resources services are contained in Title 5 of the U.S.C., with
further guidance provided by the United States Office of Personnel
Management through the Guide to Processing Personnel Actions and
related materials. Another area of confusion pertains to payroll
services; respondents to the DOT solicitation must utilize the
proffered payroll system to perform payroll office functions. DOT
expects to maintain internal Human Resource offices, but is expecting
respondent to provide hardware and software systems support as a future
component of the proposed solution. Also, the payroll system solution
to be proffered is to be non-developmental; that is, DOT is searching
for a payroll system that has been implemented and operated by the
offeror for six months by the time of proposal receipt (3rd quarter
FY98). NOTE: No solicitation is currently available. Should a
solicitation be issued, it will not be available until 2nd quarter
