02W1.5 at (202) 433-3672 The Navy has a requirement for a contractor to
provide computer programming and related support services on its Public
Works Management Automation Software (PWMA). These services include
preparing software application documentation, site support, training
materials and training government personnel. The contractor will be
required to maintain and improve existing PWMA and related Navy
applications and provide a complete range of user support services. The
current versions of PWMA Applications are LAN-aware MS-DOS programs
running Microsoft MS-DOS, Windows 3.X, Windows 95 and Windows NT. The
software is written in Dbase/Clipper application programming language.
Support projects include installation of new and updated applications;
software configuration and set-up; data conversions; software and
system troubleshooting; user training; and system administrator
training. The contractor is required to have knowledge and expertise
using various Nantucket Corp. and Computer Associates, Inc. Clipper
Language Compilers (including Clipper Summer '87 and Clipper 5.20d) and
various versions of Clipper-related libraries and utilities. In
addition, the contractor is required to have experience and expertise
in using database and application development languages and tools that
are other-than-dBase/Clipper specific and that are complimentary to
existing dBase/Clipper databases, including new generation database and
RDBMS tools. The contractor is also required to have knowledge and
expertise in Navy Public Works management and have a facility located
in the Washington, DC geographic area. Up to approximately 10,300 labor
hours, estimated yearly maximum quantities in various task labor
categories, may be required each year. The Navy contemplates use of an
indefinite quantity/indefinite delivery, CPFF LOE type contract. The
requirement is for a base year and four one-year options. There will be
a pre-proposal conference, the date and location of which will be
stated in the solicitation. This is an UNRESTRICTED, full and open
