C -- INDEFINITE DELIVERY CONTRACT, MULTI-DISCIPLINARY SOL 155&&&-9709-0001 POC Sherry Adams (517)483-5922 (Site Code W56LS9) Indefinite Delivery Contract, Multi-Disciplinary, to perform Type "A" (Investigative), Type "B" (Design), Option to perform Type "C" (Construction Surveillance and Inspection), and Option to perform Code and Criteria review Services for Battle Creek Air National Guard Base, Battle Creek, Michigan. Type "A" services shall include, but are not limited to, necessary surveys, testing, excavation, research examinations, and investigations to include site, electrical, mechanical and structural surveys, and verification of all dimensions, measurements and location of all existing facilities, utilities and equipment. Type "B" services shall include calculations, designs, cost estimates, drawings and specifications of suitable quality and completeness for bidding by contractor. Design must be furnished in the latest edition of "AutoCad" computer design. Ability to Design in "Metric" measurements is a requirement of this contract. Designs shall be based on a information furnished by the Government at the criteria review conference and on the results of the Type "A" services. Type "C" Services shall include all labor, equipment and materials required to provide construction site inspection, submittal and shop drawing approval, as well as material testing required by the construction documents. This service will be negotiated as an option to the above services. The total A-E fees for the contract will not exceed $1.5 million per year. Individual Delivery Orders are limited to $300,000. The contract will be written for an initial performance period of one year and will include an option to extend the contract for one additional year. These services will be required for an undetermined number of projects of varying size and complexity. The selection criteria will include, in order of importance: a) Professional Qualifications necessary for satisfactory performance. b) Specialized Experience and technical competence in the type of work required. c) Capacity to accomplish the work in the required time. d) Past performancein terms of cost control, quality of work, and compliance with performance schedules. e) Location of the firm with respect to the project site and knowledge of the locality of the project. f) Demonstrated success in prescribing use of recovered materials and achieving waste reduction and energy efficiency in facility design. g) Volume of work awarded by DoD during the previous 12 months. h) Superior performance evaluations on recently completed DoD contracts. i) The extent to which potential contractors identify and commit to small business and to small disadvantaged business, historically black college and university, or minority institution performance of the contract, whether as a joint venture, teaming arrangement, or subcontractor. j) Acceptability under other appropriate evaluation criteria.
