Officer (520) 629-4611 It is the intent of the Ordering/Contracting
Office reflected in Format Item 5 herein, to issue an order/contract
against the General Services Administration, General Products Center
Basic Ordering Agreement for approximately 400-600 Ton Commercial
Centrifugal pursuant to Equipment Specification Number 1550-100-BOA.
Interested parties must within 15 days from the date the synopsis
appears in the CBD, request a copy of Equipment Specification
1550-100-BOA and the descriptive Chiller Data Form (CDF). The date for
receipt of offerors from interested parties will be specified by the
Contracting Activity on the SF-1449 or other authorized form being used
to transmit the Equipment Specification and the CDF. Interested parties
requesting a copy of the Equipment Specification and the CDF, if other
than a party listed under the BOA and if other than a manufacturer,
will be required to submit with their offer either (1) a letter of
commitment from the manufacturer which will assure that the offeror has
a source of supply sufficient to satisfy the Government's requirements,
OR 2) evidence that the offeror will have an uninterrupted source of
supply from which to satisfy the Government's requirements for the
period of the Basic Ordering Agreement. Offerors other than a party
listed under the BOA must also provide Certification that their Quality
Assurance Program (QAP) meets the guidelines of the International
Standards Organization (ISO 9000 Series Standards) pursuant to Section
8.0 of the Equipment Specification. In the event an interested party
does not have a QAP that has been certified ISO 9000, then a copy of
the company's commercial QAP which addresses the elements specified in
Section 8.2 of the Equipment Specification must be provided for review
and acceptance by the User Agency. Failure to submit a letter of
commitment or evidence of an uninterrupted source of supply, and QAP
Certification or equivalent commercial QAP for review with the offer
will render the offer technically unacceptable. All responses from
responsible sources will be fully considered. After receipt of all
offers received in response to SF-1449 or other authorized form, the
contracting officer shall determine whether to issue an order/contract
under the Basic Ordering Agreement or to issue a solicitation. If it
is determined that a solicitation will be issued, no additional
synopsis will be published. Any such solicitation will be issued to all
firms that responded to the synopsis of intent or otherwise request a
copy of the solicitation. Copies of any such solicitation will also be
provided to all parties listed under the Basic Ordering Agreement.
