contact Lynn D. Owens at (312) 353-2773. Operation of the new Chicago
Job Corps Center, Request for Proposals (RFPS) for the initial
operation of the Chicago Job Corps Center, 3350 South Kedzie Avenue,
Chicago, Illinois 60623 will be available approximately September 22,
1997, for issue in response to written requests. It is anticipated that
the resultant contract will cover the period July 01, 1998 through June
30, 2000 plus three performance based options of one year each. The
contract will provide a three month period for the successful offeror
to prepare the center for students who will be scheduled to arrive
approximately October 01, 1998. The approximate average center capacity
will be 354 students (132 residential males, 196 residential females,
0 non-residential males and 26 non-residential females). Job Corps is
a residential training program for economically disadvantaged youth,
between the ages of 16-24. The contractor shall provide academic and
vocational training; operate a counseling and residential living
program and provide the following support services: Health Services,
Processing of Student Records, Discipline System, Clothing Issue, Mail
Services and Legal Services. The contractor will also provide overall
center management and administration, staff training, financial
management, procurement and property management, facility operations
and maintenance, security and safety services, community relations and
public information. All activities will be in compliance with
applicable DOL/Job Corps regulations, policies and handbooks. A
Pre-Proposal Conference will be convened promptly at 8:30 a.m. central
standard time on Wednesday, October 08, 1997 at the Ralph H. Metcalf
Federal Building, 77 West Jackson, Room 328, Chicago, Illinois.
Following the Pre-Proposal Conference, transportation will be provided
to transport attendees to the site of the new center. All questions
prior to the Pre-Proposal Conference should be submitted in writing.
Requests for this solicitation should include two (2) self-addressed
mailing labels. Proposalsin response to this RFP will be due no later
than 12:00 p.m. noon central standard time on December 09, 1997, at the
following address: U.S. Department of Labor, Office of Job Corps, the
Floor, Room 676, 230 S. Dearborn, Chicago, IL 60604. All responsible
sources may submit a proposal which shall be considered by the agency.
