Work for the Installation of the Local Area Network (LAN) in
GOSATOMNADZOR (GAN), Moscow, Russia. 1.0 Scope -- This Statement of
Work (SOW) defines the requirements to obtain services, equipment and
software necessary to provide the basic infrastructure for the
automation of the office functions for GOSATOMNADZOR (GAN) OF RUSSIA,
in support of the Lisbon Initiative Priorities. GAN headquarters is
located in a five-story building on 34 Taganskya Street in downtown
Moscow.. The bottom two floors are about 220 years old. The three upper
floors were constructed approximately fifty years ago. The entire
building was electrically rewired in 1986. All equipment installed
under this task will be installed at this address. The contractor,
under the direction of NISE-East, shall install and test each component
of an installed local area network both individually and as part of the
overall system within the GAN facility. 2.0 Background -- The Lisbon
Initiative, announced by Secretary of State James A. Baker on May 23,
1992 provided for a program to improve the safety of nuclear power
plants in two of the former states of the Soviet Union: Russia and
Ukraine. This program is assigned to the United States Nuclear
Regulatory Commission (NRC) through the Agency for International
Development (USAID). The goal of this task is to provide a reliable,
network system that operate 24 hours a day, 7 days per week to aide
safety improvement of nuclear power plants in Russia. 3.0 Applicable
Documents -- 3.1 Agreement Between the Government of the United States
of America and the Government of the Russian Federation Regarding
Cooperation to Facilitate the Provision of Assistance (Referred to as
the Lisbon Initiative). 3.2 Federal Acquisition Regulations (FAR). 3.3
Various Manufacturers Manuals. 3.4 Russian Federation Federal
Communications Law (Adopted by the National Duma on 20 Jan 95). 4.0
Technical Requirements. 4.1 Pre-Installation Conference. Prior to the
starting any portion of section 4.0 of this SOW, Naval Command Control,
and Ocean Surveillance East Coast Division (NISE Eas)representatives
will meet with the contractor to discuss the overall project. At this
time, NISE East will provide a proposed Plan of Action and Milestones
(POA&M) for the completion of all requirements of this SOW by the
contractor within one month. NISE East will provide the contractor with
the date and time of this required conference. The POA&M initially
proposed will be revised or modified during this meeting to reflect the
finalized project schedule. 4.2 NISE East will provide both equipment
and material to be installed under this task delivered to the GAN
Building. 4.3 All proposed wiring (telephonic, computer network,
electrical) shall be on the outside of the interior walls of the GAN
Building. In-the-wall wiring is prohibited. 4.4 Available power to be
used for the local area network installed is 220VAC at 50 Hz. 4.5 The
local area network installed under this task shall be interconnected to
other local area networks within the GAN Building so that each client
workstation is able to communicate with any other connected client
workstation. 4.6 The local area network installed under this task shall
be interconnected to other local area networks with the GAN Building so
that each connected client workstation can access applications on other
local area networks. 4.7 The contractor shall configure and install a
local area network to have the capacity to service 100 workstations.
The contractor shall also provide the following: a. Install conduit,
hubs (not to exceed 6), cabling, and 100 LAN drops for the first two
floors of the GAN building. Preliminary locations of the LAN drops and
other equipment locations will be provided by NISE East during the
pre-installation conference. Final locations may vary and must be
coordinated with the on-site NISE East technical representative. b.
Install cable runs from the hubs to each of the 100 LAN drop sites
identified by NISE East, and terminate the connection using approved
Category 5 procedures. c. Connect, set-up, load software, and test 70
computer workstations at locations provided by NISE East. d. Install
(hardware/software) two servers and eight printers at locations
specified by NISE East. e. Configure all equipment and cabling as a
complete and usable local area network. 5.0 Required Reports -- 5.1
Daily Reports. The contractor is required to provide daily reports to
the NISE East on-site representative. a. Amount of conduit/other
material installed; b. Amount of software installed; c. Number of
computer workstations configured; d. Number of workstations installed;
e. Number of workstations tested; f. Problems encountered; g.
Recommended solutions. 5.2 Final Report. The contractor is required to
provide a final written report to NISE East after completion of all
required items in this SOW. This report shall include: a, Deviations
from the original SOW; b. Completion dates of all technical
requirements; c. Overall synopsis of events during the course of the
project; d. Test/check-off sheets as defined in Section 6.0. 6.1 Other
Requirements -- 6.1 Prior to the contractor entering into any
subcontracts with foreign subcontractors, the contractor shall obtain
approval of NISE/East. The Contractor shall submit the information set
forth by paragraph (c) of FAR clause 244-1 Subcontracts (Fixed Price
Contracts) or paragraph (b)(2) of FAR clause 244-2 Subcontracts (Cost
Reimbursement) of Section 3.2. 6.2 The contractor must provide
personnel that have been trained/certified to conduct installation in
Russian Federation government buildings in accordance with Section 3.4.
6.3 All technical requirements (Section 4.0) are required to be
completed by 31 December 1997. 6.4 All technical issues and/or
questions during the course of this effort are to be directed to the
on-site NISE East representative. 6.5 The contractor is required
develop a test and check-off sheet that will include the signature of
the on-site NISE EAST representative for all computer workstations,
servers, and other equipment installed. This test shall demonstrate the
operation of the computer workstation etc. both locally, with the
installed network, and other networks within the GAN Building. 7.0
Deliverable Products -- The contract shall provide NISE East the
following deliverables: a. Daily reports as specified in Section 5.1;
b. Final written report as specified in Section 5.2; c. Installed
conduit, hubs, cabling, and 100 local area network drops as specified
in Section 4.0; d. Test and check-off sheets as specified in Section
6.0; e. Seventy operating computer workstations with communication to
the installed network and other networks within the GAN Building as
specified in Sections 4.5 and 4.6; f. One complete and operational
local area network, including various equipment, as specified in
Section 4.0. 8.0 Government Furnished Equipment and Material -- The
Government shall provide conduit, cabling, connectors, terminal boxes,
hubs, servers, computer workstations, printers, software, and other
equipment and material necessary to complete this task. NISE East will
provide some tools (drills, ladders, fastners, plugs) for the
installation; however, some tool s may be required to be provided by
the contractor to complete the requirements of this task. 9.0
