(605)353-9252 This is a COMBINED SYNOPSIS / SOLICITATION, for
commercial items, prepared in accordance with the format in the Federal
Acquisition Regulation (FAR) Part 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; Offers are being requested in response to this
notice. A written solicitation will NOT be issued. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-01. This requirement is
100% set-aside for small business. The applicable Standard Industrial
Classification Code is 3357 and the small business size standard is
1,000 employees. The Western Area Power Administration intends to
procure, on a fixed price basis, conductor, ground wire, and guy wire.
There are three line items, as follows: (1) 397.5 MCM 26/7 ACSR "IBIS"
conductor on steel, non-returnable reels, 6,000 feet of conductor per
reel. Required quantity: 9 reels (54,000 feet total). (2) 3/8 inch,
7-strand EHS ground wire, on steel, non-returnable reels, 6,000 feet of
wire per reel. Required quantity: 6 reels (36,000 feet total). (3) 7/16
inch, 7-strand guy wire, 500 feet per reel, galvanized, 500 feet of
wire per cable. Required quantity: 2 reels (1,000 feet total). The
above identified line items shall be delivered FOB destination to:
Western Area Power Administration, 1330 41st Street SE, Watertown SD
57201. Exact quantities are desired, however, variance due to packing
or allowance in the manufacturing process will be accepted and paid for
at the applicable unit price, provided that any such variance does not
exceed 10 percent of the quantity stated. Delivery date is 45 days
from date of order. Offerors will provide both unit (per foot) and
extended prices for each line item. Offerors will also submit
information concerning their standard commercial warranty of the
product offered. PROVISIONS AND CLAUSES applicable to this requirement
are as follows: FAR 52.212-1 Instructions to Offerors -- Commercial
Items (OCT 1995); FAR 52.212-3 Offeror Representations and
Certifications -- Commercial Items (JAN 1997) -- note: offerors shall
include a completed copy of this provision with their offer; FAR
52.212-4 Contract Terms and Conditions -- Commercial Items (MAY 1997);
FAR 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items (AUG 1996), for
