Z -- WEST SACRAMENTO PROJECT LEVEE RECONSTRUCTION, CONTRACT A, WEST SACRAMENTO, CALIFORNIA SOL DACW05-97-B-0094 DUE 112597 POC Contract Specialist Andy Ortega (Site Code DACA05) West Sacramento Project Levee Reconstruction Contract A, West Sacramento, California. The project involves raising approximately 2.8 miles of the east levee of the Yolo Bypass a minimum of 5 feet from the Sacramento Deep Water Ship channel upstream to the Union Pacific Railroad crossing. The project also includes reconstructing/raising access ramps, relocating utilities and excavating/rough grading 52 acres for the environmental mitigation and borrow material for this levee raising. The mitigation/borrow site is located approximately 2.5 miles south of the levee raising along the west berm of the Deep Water Ship Channel. The bidders attention is directed to Section 00100 in the solicitation for information regarding the tour of the site. This procurement will be conducted under SIC code: 1629. The size standard for this SIC code is: $17 million. Large businesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 55.0% for small business, 8.5% for small disadvantaged business, and 3.0% for small business/woman-owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Estimated cost is between $5 million and $10 million. Plans and specifications for this project must be ordered and the check received by the CUT OFF DATE of 17 September 1997, to ensure receipt of bid sets at a cost of $28.00 for specifications (text only); and $13.00 for full-size drawings. Half-size drawings are not available. Orders received beyond the CUT OFF DATE, 17 September 1997, will not be honored. Plans and specifications will be mailed out on or about 24 October 1997. Because a limited number of sets will be reproduced, copies are limited to one set per firm. Payment by company check, certified check or money order made payable to the Finance and Accounting Officer, USAED, Sacramento. Payment must be submitted with order request or delivered in person to USAED, Sacramento, ATTN: Plan Room, 1325 J Street, Sacramento, CA 95814-2922.
