synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; proposals/quotes are
being requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation (RFQ) #70516,
the provisions and clauses incorporated are those in effect through
Federal Acquisition Circular #90-46. This solicitation is under the
Simplified Acquisition Procedures (SAP) and is unrestricted. The
Standard Industrial Classification Code is 3861 and the Business Size
Standard is 500 employees. This will be a Firm-Fixed price contract.
The Federal Bureau of Investigation (FBI) intends to negotiate on a
sole source basis with Science Applications International Corporation,
4161 Campus Point Court, E2, San Diego, CA 92121. Market Research has
indicated that this equipment is the only Digital Portable X-Ray
Imaging System that can be used in indoor and outdoor lighting
conditions (extensive sunlight). The RTR-3 has the ability to obtain
multiple images without the necessity of the operator being exposed to
an explosive device while obtaining X-Ray exposures. This system also
allows the user to send the X-Ray image over telephone lines or
cellular communications. The requirement consists of the following:
three (3) RTR-3 Portable X-Ray Imaging Systems that include the
following: [X-Ray Imager ( Model #IM-810), Control Unit (Model #CU-3)
complete with batteries, interconnect and power cables, transport case,
and operator manual] and accessories: one (1) RTR-3 X-Ray Imager (Model
#IM-45) with 4" x 5" field of view, one (1) 60' Extension Cable (Model
#EC-60), one (1) 120' Extension Cable (Model #EC-120), two (2) 12 Vdc
Control Unit Rechargeable Batteries (Model #RB-12), one (1) External
12 Vdc Battery Charger (Model #BC-01), and one (1) Remote X-Ray Source
Trigger (Model #RT-01) -- FOB destination pricing is requested: two
(2) Systems to Cheverly, Maryland and one (1) System and accessories to
FBI Academy, Engineering Research Facility, Quantico, VA 22135. The
following FAR clauses and provisions are incorporated by reference and
apply to this acquisition: FAR Provision 52.212-1 Instructions to
Offerors -- Commercial Items (Oct 1995), FAR Clause 52.212-4 Contract
Terms and Conditions-Commercial Items (May 1997) and each offeror shall
include a completed copy of the FAR Provision 52.212-3 Offeror
Representations and Certifications Commercial Items (Jan 1997) with its
offer. All responsible sources may submit a quote which if timely shall
be considered by the agency. All proposals shall be submitted to the
addresses listed on line number seven no later than 2:00 P.M. EST,
9/29/97. All proposals shall be clearly marked with RFQ #70516. The
Point of Contact for all information regarding this acquisition is Mr.

number listed above. All offerors are hereby notified that if your
proposal is not received by the date/time and at the location specified
in this announcement, that it will be considered late/nonresponsive.

to the responsive, responsible offeror submitting the lowest priced
technically acceptable offer and meeting all terms and conditions set
