S -- TRASH REMOVEL SERVICES SOL RE0065 POC Pamela E. Smith, Contracting Officer (919) 541-0635 The US Environmental Protection Agency (EPA) has a requirement for trash removal services. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICICATION WILL NOT BE ISSUED. The solicitation number is RB0065 and the solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-1. The associated Standard Industrial Code (SIC) for this procurement is 4953, and the small business size standard is $6.0 million. Award is to be made under Simplified Acquisition Procedures. Base Year commencing October 1, 1997 through September 30, 1998. Bidder shall submit a unit price per pickup, and a monthly rental price for each solid waste container listed below. 30cu. Yd. roll off container-4 per year; 30 cu. Yd compactor -- 8 per year; 8 cu Yd. slotted container -- 6 per year. The contractor shall provided Trash Removal Services for the Environmental Protection Agency, Research Triangle Park and Chapel Hill, North Carolina. The Contractor shall furnish "dumpster" type, compactor, and open top roll off containers of the sizes required to contain garbage and trash at each specified location and shall empty the containers in accordance with the regularity as described in each item set forth below, Monday through Friday, except when the scheduled day for servicing occurs on an official holiday, the servicing shall be on the day preceding the holiday, when possible, considering that all servicing shall be during the regular five (5) workday week. If the day preceding the holiday is not a regular workday, then the servicing shall be on the day following the holiday. The containers and immediate surroundings shall be left in a clean and sanitary condition after each servicing. The containers shall be maintained and painted so as to insure good operating order and appearance. Damaged and unsightly containers shall not be used; 1. Wing G, Environmental Research Center (ERC):One(1) 30 cu. yd. compactor with service twice per month, the first work day of the month and the fifteenth of the month(for normal office debris), between the hours of 6:00 a.m. and 5:00 p.m.(24 hauls per year); 2. Wing G, Environmental Research Center (ERC): One (1) 30 cu. yd. compactor with service upon call, approximately once every two (2) months, six times per year, (for cardboard recycling), between the hours of 6:00 a.m. and 5:00 pm.(6 hauls per year); 3. Wing E, ERC: 6 cu. yd. minimum capacity dumpster type with lid, with service on Monday, Wednesday and Friday each week.; 4."R" Building, ERC: 6 cu yds. minimum capacity with service twice monthly (on the first and fifteenth of month)(156 huals per year). Between the hours of 6:00 a.m. and 5:00 p.m. Dumpster shall open the full width and length of the top. The container shall be moved from the site, emptied, and returned on the same day or replaced with another container of equal size and type. Container shall not be emptied in place.(24 haul per year); 5. Wing I, ERC: Two (2) each 8 cu. yds. minimum capacity dumpster type with service daily Monday through Friday. Between the hours of 6:00 a.m. and 5:00 p.m.(260 hauls per year); 6. Mobile Lab Storage and Service Site: Jester Road, One (1) 30 cubic yard open top roll-off container with service once a month on the 1st workday of the month.(12 hauls per year); 7. Administration Building, Alexander Drive: 6 cu. yds. minimum capacity dumpster type with service Monday, Wednesday and Friday(156 haul per year); 8. Annex Facility, Alexander Drive: One (1) 8 cu. yd. minimum capacity dumpster type container with lid serviced Monday, Wednesday and Friday(156 hauls per year); 9. Annex Facility, Alexander Drive: One (1) 8 cu. yd. minimum capacity slotted container for cardboard with service once a week.(52 hauls per year); 10. Human Studies Facility, Chapel Hill: One (1) 30 cu. yd. compactor with service bimonthly (once every two months) the first of the month (for normal office debris).(6 hauls per year); 11. Human Studies Facility, Chapel Hill: One (1) 8 cu. yd. container slotted for cardboard with service once a month on the 1st workday of the month. *The provision for off-site emptying is applicable only to the dumpster located at Building "R".(12 hauls per year) ; B. On Call Services: 1.To the extent that orders are placed, the contractor shall furnish all necessary labor, supplies, materials and equipment to remove trash/ debris from EPA facilities in RTP and Chapel Hill locations. The contractor shall respond to calls within twenty-four (24) hours.; 2.The contractor shall provide additional emptying service of the compactors, roll off containers, and slotted containers set forth in paragraph A above. The contractor shall respond to calls within twenty-four (24) hours. Between the hours of 6:00 a.m. and 5:00 p.m. (1)30 cu. Yd. roll off container -- 4 per year; (2) 30 cu. Yd compactor -- 8 per year (3)8 cu. Yd. Slotted container -- 6 per year. year. OPTION YEAR: In order to be eligible for award, bidders shall submit prices as specified above for each option. Option year one October 1, 1998 through September 30, 1999. The Government will exercise the option year in accordance with FAR 51.217-9 Option to Extend the Term of the Contract, if required. The Government will give the Contractor a preliminary notice of its intent to extent at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
