a combined Synopsis/Request for Quotation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice.
Contractor to furnish all parts, labor, material and equipment to
install 400 trees in Military Family Housing, removing old tree bulbs
where trees have died and have been cut down and replacing in those
areas, and planting additional trees in open areas. Contractor is
responsible for disposal of all debris to an off-base site. This
announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-41. This acquisition
is 100% Set-Aside for Small Business Concerns. If inadequate response
is received from small businesses, the solicitation will be issued as
unrestricted without further notice. The SIC Code is 0783.
SPECIFICATIONS: Security Requirements. The contractor shall furnish a
list of the names of employees working under this contract to the
housing management office prior to contract start date. This list shall
be updated as changes occur. The contractor shall secure base passes
for his employees prior to starting any work on this installation. The
contractor shall be responsible for obtaining any base pass from an
employee who is no longer employed under this contract. The contractor
employees shall be required to have this pass in their possession at
all times while working on this installation. The contractor employees
shall conform to all base regulations and directives pertaining to
security, safety, traffic and fire while on this installation. The
contractor is responsible for the return of the base pass issued to an
employee with the company before the expiration date of the contract
period. Normal Hours of Operation. The contractor shall perform the
services required under this contract during the following hours: 7:30
a.m. to 4:00 p.m. Monday through Friday. Holidays. The contractor is
not required to perform routine service on the following days: New
Year's Day, Martin Luther King's Birthday, President's Day, Memorial
Day, Independence Day, Labor Day, Columbus Day, Veteran's Day,
Thanksgiving Day and Christmas Day. Any holiday rescheduling shall be
at no additional cost to the government. Conservation of Utilities:
Water faucets or valves shall be turned off when not in use. GENERAL
INFORMATION. The government shall provide the services listed here. The
government shall furnish water necessary to perform all items of this
contract. It is the contractor's responsibility to transport water to
work area. Water faucets or valves shall be turned off after use. The
contractor shall furnish all labor, management, supervision, equipment,
transportation, materials, tools, equipment and shall perform items
necessary for tree planting as described in the Specifications.
DELIVERY (a). Trees. Provide trees of the quantity, size, genus,
species and variety shown and scheduled for landscape work and
complying with recommendations and requirements of ANSIZ 60.1,
"American Standard for Nursery Stock". Provide healthy, vigorous stock
grown in recognized nursery in accordance with good horticultural
practice. Trees shall be free of disease, insects, eggs, larvae and
defects such as knots, sun-scale, injuries, abrasions or
disfigurements. (b) Inspections. The QAE shall inspect trees at the
place of growth or at the side before planting, for compliance with
requirements for genus, species, variety, size, and quality. The QAE
retains the right to further inspect the trees for size and condition
of balls and root systems, insects, injuries and latent defects, and to
reject unsatisfactory or defective material at any time during the
progress of work. The contractor shall be responsible for removing
rejected trees immediately from project site. NURSERY QUALIFICATION.
The contractor shall ensure that at least one supervising
nurserymanoverseeing selection and supply of trees and materials. All
supervising nurserymen shall be certified by the Maryland or Virginia
Nurseryman's Association. Landscapers planting trees shall be engaged
solely in business as a Landscape company and have a current Maryland
Home Improvement Number. All landscapers shall be familiar with and
follow the Landscape Specification Guidelines. The contractor shall be
responsible for providing all watering, fertilizing with additives,
and for providing all services necessary to keep trees healthy and in
good condition for a period of 1 year and guarantee that trees planted
will live within this year period or trees will be replaced at no cost

P.M., Eastern Standard Time. Delivery and Finance addresses will be
provided upon award. Award is to be based upon price and other factors
in accordance with FAR Clause 52.212-2 and as specified in descending
order of importance: 1. Past performance with regard to the offeror
ability to provide landscaping services, 2. Ability to deliver the
trees within the time specified, and 3. Price. Past performance and
delivertime rate considerably higher than Price. Offers are required to
document past performance suitably and provide opportunity for
verification. Performance to begin on 13 Oct. 97. The following
provisions apply to this acquisition: FAR 52.212-1, Instructions to
Offerors-Commercial Items; Evaluation-Commercial Items; FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items; and FAR
52-212-4, Contract Terms and Conditions-Commercial Items. All inquiries
