Department of Energy, Federal Energy Technology Center (US DOE-FETC),
has a requirement for an organization or organizations to provide
technical, facilitative, and regulatory expertise and program support
to the Public and Inter-governmental Partnerships Center (PIPC). The
PIPC is a cross-divisional unit of the US DOE-FETC which supports the
Headquarters, United States Department of Energy, Environmental
Management (US DOE-EM) by: (1) assisting US DOE-EM communicate
inter-governmental and public partnership policy and guidelines, and
ensuring their consistent application, and (2) providing technical and
business assistance to US DOE-EM organizations in matters relating to
inter-governmental and public partnerships. The organization or
organizations selected will provide or assist in: (a) support to the
development of the overall DOE regulatory program for environmental
technology development through support and design of management systems
required to implement multi-state cooperation in Federal/State
initiatives such as the Interstate Technology and Regulatory
Cooperation (ITRC) Working Group and Six State Memorandum of
Understanding; (b) promotion of the development and dissemination of
information systems to provide technical information on major
environmental issues (e.g., environmental remediation); (c)
facilitation of cooperation, communication, and information exchange
between US DOE-EM, other US DOE elements, and other federal agencies
(e.g., US DoD and US EPA) with respect to environmental information
technology systems; (d) support of joint US DOE -- US DoD projects
related to the management of information systems on remedial
technologies and the tracking of Research, Development, Testing &
Evaluation (RDT&E) activities at US DoD and US DOE installations and
facilities; (e) Environmental Management Advisory Board (EMAB) and
associated Committees technical and facilitative support; and (f)
monthly reporting of activity status and cost accounting. Performance
of these activities will require technical and facilitative expertise
in environmental programs and science, including privatization, program
planning, strategic and regulatory integration, technology development
and transfer, health and safety, and site remediation. Due to the
nature of this requirement, performance will require travel to various
parts of the US for participation in program reviews and other
information meetings, and meet with US DOE-EM and US DOE-FETC personnel
and other interagency-interstate organizations relevant to
accomplishing the tasks. Detailed knowledge of the background,
development, and implementation of US DOE-EM inter-governmental and
public partnership activities, including advisory boards, multi-year
planning, the ITRC, State and Native American groups, and the national
dialog forums is important and will be considered in the selection
process. Completion of this support is expected to require 60,000 hours
of effort exclusive of travel time. The US DOE-FETC anticipates the
period of these activities to be January 1998 through September 2003 at
an approximate value of $5,000,000.00 over the life of the activity.
The government reserves the right to make multiple awards arising from
this solicitation, and to award the type of procurement instrument
deemed most favorable to overall programmatic success. Only written
