Action (NOCA). This announcement serves as notice to all potential
offerors that Phillips Laboratory at Kirtland AFB, anticipates the
release of Invitation for Bid (IFB) F29650-97-B-0026 on or about 29
September 97, for performance Transient Aircraft Services at Kirtland
AFB. The offeror will provide all management, personnel, and other
items and services necessary to operate the facilities. Transient
Aircraft services include, but are not limited to, transient alert
control, crash recovery, and arrival/processing/ departure services.
The contractual effort is contemplated to be a nine month basic year,
and four one year options, utilizing a Firm-Fixed price contract.
Potential offerors are advised that a US SECRET facility clearance will
be required. A Pre-proposal Conference in conjunction with a site visit
is anticipated to be scheduled within two weeks after issuance of the
RFP. Offerors will be notified in the solicitation of exact date, time,
and location of the Pre-proposal Conference and site visit. Offerors
will be provided a minimum of 30 days to respond to the solicitation.
Firms having already submitted a written request to receive the
solicitation, or having submitted a Statement of Capability package in
response to the Sources Sought Synopsis are already on the mailing
list and need not respond again. However, those who have not previously
responded please send your written or faxed request to the address
listed above. Based on the responses to the sources sought synopsis
published 30 April 97 it has been determined that this acquisition will
be 100% small business set aside under SIC 8744, size standard $20 MIL.
An Ombudsman has been appointed to address concerns from potential
offerors during the proposal development phase of this acquisition.
Potential offerors should communicate first with the Contracting
Officer (Jack Bishop, PL/PKCC, 505/853-1106) to request information,
pose questions, and voice concerns before contacting the Ombudsman. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of the proposals or in the source
selection process. The Phillips Laboratory Ombudsman at KAFB is Mr.
