J -- CLEAN HVAC DUCT SYSTEM AT BUILDING 292 NOBLE ARMY HEALTH CLINIC, FORT MCCLELLAN, ALABAMA SOL DABT02-97-B-0012 DUE 092597 POC Contract Specialist Candy Sefcik (205) 848-4318 Contracting Officer Diane Israel (205) 848-4318 (Site Code DABT02) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number for this procurement is DABT02-97-B-0012 and is issued as an invitation for bid (IFB). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 90-46. This solicitation is set-aside for small business. The standard industrial classification code is 7623 and the small business size standard is $5.0 million. The Bid schedule follows: 0001: Furnish all plant, labor, materials, tools and equipment for the removal of dirt, bacteria, fungi, dust and debris inside the air handling units, supply, return, and outside air intakes in accordance with this solicitation. This includes all surfaces within the HVAC systems such as mixing boxes, fan coils, turning vanes, splitters, dampers, diffusers, fans and etc. Completion timeframe is 45 days after award notification. SPECIFICATION FOR DUCT CLEANING EQUIPMENT AND WORKMANSHIP: If the vacuum unit is to be located inside the building the vacuum system shall pull at least 6,000 CFM and shall use a filtration system that incorporates HEPA filtration as a final filter. If the vacuum unit is to be located outside the Bldg is shall be a truck mounted unit pulling at least located outside the Bldg is shall be a truck mounted unit pulling at least 12,000 CFM. The compartments shall be dust tight. Air compressor must produce a minimum of 175 PSI at 17.5 CFM. All work shall be accomplished by workmen skilled and trained in HVAC system cleaning. DUCTWORK CLEANING: Ductwork shall be cleaned by inserting a vacuum hose in one end of the duct or trunk line and, with a Reverse Jet Air Nozzle, brush all interior surface area of the duct system including reheaters, joints, seams, splitters, turning vanes, scoops, baffles, cracks and crevices otherwise inaccessible. As the RJA Nozzle is operating, the residues shall be drawn into the vacuum unit (minimum 6,000 CFM). All foreign materials such as dust, mold, soot, lint, hair, be cleaned to meet NADCA standard 1992-01. DUCT ACCESS OPENINGS: Access openings shall be provided at required points of the duct system for physical and mechanical entry. These openings shall be provided as required at points adjacent to turning vanes, dampers, and other obstructions that might tend to trap or entrain dust, dirt, lint, and debris. Duct access openings shall be constructed in accordance with SMACNA HVAC Duct Construction Standards. GRILLS AND REGISTERS: All grills, registers, and diffusers shall be cleaned with a non-toxic, disinfecting solution. Areas around registers shall be lightly cleaned by blowing with air. After cleaning, adjust blowing with air. After cleaning, adjust all register to insure proper air flow. Leave all areas free of any debris or dust. COIL CLEANING: Coils shall be cleaned using NuBrite sprayed onto the coil and forced into the coil using air pressure, then flushed out using a pressure washer. There shall be no residue of NuBrite left in the system. DISINFECTING: All interior surfaces of air handler and ducts shall be sprayed with Oxine,. Chemical shall be mixed and applied according to the manufacturers instructions. Sprayer shall be a siphon sprayer capable of using 200 PSI to atomize the chemical into the air. All surface inside the HVAC system shall be wetted. FANS: Fan shall be cleaned by using 200 PSI air pressure and an air nozzle designed for that purpose. Each blade of the fan shall be cleaned individually using care not to disturb any balancing weights. VISUAL INSPECTION: Upon complete cleaning of each section, notify inspector for visual inspection. Upon acceptance by inspector seal with silicon caulking and neatly patch with galvanized sheet metal the same gauge as the ductwork. AREA CLEAN UP: Every precaution shall be taken to prevent the spread of dust and dirt in occupied areas. The contractor shall cover all desks, computers, and work tables with drop cloths while work is performed in that area. A complete area clean up after each work cycle shall be performed and no debris left behind. ENCAPSULANTS: Encapsultants cannot be substituted for contaminant removal.
