POC Purchasing Agent, SYLVIA ALVAREZ, 805-982-2119 THIS IS A MARKET
SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION
ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS
ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED

SOLICITATION! THIS IS A MARKET SURVEY WHERE THE GOVERNMENT IS SEEKING
WRITTEN INFORMATION ONLY. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY
OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS MARKET
SURVEY, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT
BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Navy
is seeking a source to conduct a surfactant flood test for DNAPL (Dense
Non-Aqueous Phase Liquid) removal at a North Carolina site. The
respondent should have a fundamental understanding of the mechanisms
underlying the usage of surfactants foraquifer remediation and be able
to successfully execute a designed surfactant flood test with minimum
technical guidance from the Navy. The responsibilities for this
surfactant test will include: interfacing with the surfactant test
design team to develop a test workplan; obtaining permits for
surfactant injection; mobilizing/demobilizing field equipment;
arranging water, utilities and other logistics; preparing surfactant
solutions; conducting the surfactant test as laid out in the workplan;
and analyzing the field data to determine surfactant recoveries and
mass removals of DNAPL. Respondents should meet the following
qualifications: (a) experience with surfactant-enhanced aquifer
remediation (SEAR) as demonstrated by the completion of two unrelated
surfactant tests for DNAPL removal, one of these sites having
chlorinated solvent contamination (b) expertise in the subsurface
behavior of DNAPL as evidenced by participation on two projects to
characterize a site for DNAPL contamination, and (c) proficiency in
surfactant chemistry as applied to environmental remediation indicated
by a minimum of 3 years of research activity in this area. Knowledge
of techniques for surfactant recovery and reuse is highly desirable.
Interested respondents should submit a data package that includes
references to document their qualifications. Submissions which are
incomplete in experience information or supporting documentation will
not be considered. Respondents should submit references, publications,
