combined synopsis/solicitation, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number
NHLBI-PS-97-164, is issued as a request for quotation (RFQ). The
solicitation/contract will include all applicable provisions and
clauses in effect through the Federal Acquisition Regulations (FAR)
June 1997 Edition. The items to be acqu ired: is one (1) each, Oxford
Instruments, Inc., Microanalysis Group's, BRAND ONLY, Model G135 Link
Pentafet Internal Shutter Detector, to be used for a Phillips, Model
CM120 Transmission Electron Microscope. (1) The Oxford Instruments,
Inc's, Model G135 Link Pentafet Internal Shutter Detector shall be
equipped with the following components: SI (LI) 30 MM2 136 EV
resolution SATW; the Category G detector must be supplied with a; 7.5
litre Dewar; slide mount with manual control for detector positioning
wit hin the microscope chamber; flange mount to suit the microscope
with "O" ring vacuum seals to the chamber and vacuum bellows or "O"
seal to the detector probe as appropriate; radiation leak prevention;
high performance low noise Field Effect Transistor (FET) utilizing
patented "PENTAFET" charge neutralization; Super Atmospheric thin
Window (SATW) which must be able to transmit all elements from
Beryllium upwards and detection guaranteed for 133eV 10mm2 Si(li)
devices only; LN2 level monitor and alarm system ; Patented Crystal
conditioning circuit for ice removal; Detector CAN must be thermally
cycled; the integral automatic shutter must protect the detector from
electron bombardment activated by high radiation flux at the detector.
(2) One (1) each, Part number P400V110, Link XP3 Pulse Processor,
stand-alone pulse processor without Analog Digital Converter (ADC). (3)
Installation of the XP3 Pulse Processor and detector. Responses to this
notice must submit clear and convincing documentation indicating that
the items proposed are the brand name items required. Award will be
made to the lowest priced, technically acceptable offeror meeting the
Government's specifications. The Offeror must provide descriptive
literature inclusive of specifications as part of the quotation. The
Offeror must include in their quotation, the unit price, the list
price, the delivery period after contract award, the prompt payment
discount terms, the F.O.B. Point (Destination or Origin), the Dun &
Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN).
All offerors must include a completed copy of FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, in their
quotation. Copies of FAR Clause 52.212-3, may be obtained by FAX
request referencing the solicitation number. The SIC code is 3829, size
standard is 500 employees. Quotations must be submitted in writing to
the National Heart Lung and Blood Institute, Contracts Operations
Branch, Procurement Sections, 6701 Rockledge Drive, Rockledge C entre

Morales. FAX quotations will be accepted only if dated and signed by an
authorized company representative. Quotations are due fifteen (15)
calendar days from the publication date of this synopsis or September
26, 1997, before 2:00 p.m. local time, whichever is later. All
responsible sources may submit a quotation which shall be considered.
