39 -- UKRAINE SS-24 MISSILE CANISTER PARTS AND SHIPPING CRADLES SOL DSWA01-97-C-0191 POC David Staudt, Negotiator, (703) 325-9210, Edward L. Archer, Contracting Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA), under the Cooperative Threat Reduction Program, is assisting the Former Soviet Union States with the elimination of weapons of mass destruction. As part of this effort, DSWA will assist Ukraine with the elimination of the SS-24 missiles and silos. Within this program, DSWA intends to assist Ukraine with the safe and secure transport of these missiles from silo to disassembly facilities. DSWA intends to contract with the Povlagrad Machine Plant (PMZ), Povlagrad Ukraine. The contract will assist the Ukrainian Ministry of Defense in acquiring the 24 sets of parts to bring 24 launch missile canister parts and shipping cradles to original design specifications. The parts consist of brackets, pillars, casings, supports, covers, and crosspieces. DSWA considers PMZ as the only responsible source for these sets. The transportation and launch canisters were originally produced at PMZ, and PMZ holds the design and specifications packages for these items. No other known source holds or has access to these design specifications. DSWA intends to award a sole-source contract to PMZ in Oct 97. Any firm desiring consideration must fully identify their capability to perform this effort. See Note 22 (substitute 15 day proposal receipt period in lieu of 45 day period).
