operations support, technical expertise, test planning, on-site support
for data collection, data reduction, graphics support, and analysis of
data products for the 422d Test and Evaluation Squadron Advanced
Programs Division (422 TES/AP) and 57th Wing Director of Tactics (57
WG/DT), Nellis Air Force Base, Nevada. This data will be compiled and
included into final reports, briefings, and Air Force Tactics,
Techniques and Procedures (AFTTP) 3-1 publications. The effort will be
directed towards supporting Exploitation, Special Access Programs
Testing, and supporting the publication of all volumes of AFTTP 3-1 as
directed by Headquarters Air Combat Command (HQ ACC) and Headquarters
Air Warfare Center (HQ AWFC). Anticipated performance period of this
requirement is a one-year basic period, beginning 01 Mar 98, with four
one-year option periods. Support Required -- There are thirteen (13)
general areas of technical support to be provided by the contractor.
Theseareas are as follows: (1) Foreign Material Exploitation (FME) Test
Plan Preparation -- The contractor will conduct original technical
analysis of "one-of-a-kind" foreign weapons systems in preparation for
testing. The contractor is responsible for pretest research and will
recommend any unique test design. The unique test design the contractor
creates becomes the outline for the test plan. This outline should
include as a minimum: (a) results of pretest research which generate
knowledge of past projects and available documents from which test
methodologies, scenarios, instrumentation, and analysis techniques are
determined; (b) documentation of the activities necessary; (c) listing
of detailed responsibilities; and (d) identification of materials and
resources required for all foreign materiel testing. The contractor
will act as liaison between the Detachment 2, 57 WG and various Defense
Intelligence Agencies during this phase of testing and throughout the
FME test process. (2) FME Test Execution -- The contractor will
participate in test execution, data analysis, and report preparation.
The contractor will provide technical assistance to all test project
managers for unique test issues and associated coordination
requirements. During the test execution, the contractor will monitor
actual testing and recommend test plan modifications to streamline test
activities and improve data quality. The contractor will be responsible
for monitoring the collection, assembly, correlation, and analysis of
all test mission data for "first ever" test assets. The contractor will
provide documentation which should include: (a) all the steps and
actions taken; (b) the types of tests conducted; (c) what data was
collected; (d) the types of analyses made; and (e) conclusions and
recommendations for all foreign materiel testing. (3) FME Test Report
Preparation -- During the test report phase, the contractor will
outline a draft, and will provide technical assistance to the project
team with developing methods, results, discussion, conclusions, and
recommendations. The contractor will be expected to provide a
historical prospective of previous foreign materiel test results and
test reports so that foreign military technology trends can be
addressed in the final report. The contractor will provide technical
expertise to the team for the preparation of the final report. (4)
Produce briefings to support foreign materiel testing -- The contractor
will be required to produce briefings which will be presented to senior
military leadership and operational aircrews on the results of the
testing of a unique test asset. The contractor will also be required to
produce multimedia briefings in support of foreign materiel programs.
These briefings should include appropriate facts, a logical
presentation sequence, and an appropriate media choice for the
briefing. (5) Attend meetings and conferences -- The contractor will be
required to attend meetings and conferences in support of active
testing and the foreign materiel program. The contractor will produce
notes on these meetings for the Government. The contractor will provide
technical expertise upon request to each Weapons School class and each
AFTTP 3-1 conference. (6) Provide continuous updates on threat
research, exploitation opportunities, and advanced programs
requirements -- The contractor, through daily contact with
representatives of the Defense Intelligence Agencies and other offices
of the foreign materiel program, will provide the latest information
on upcoming threat acquisitions, exploitation, and advanced program
testing requirements. (7) Special Access Required (SAR) Program Test
Plan Preparation -- The contractor will conduct pretest research and
recommend any unique test design for special access program testing.

ensure the proper security caveats are included. (10) Produce
briefings to support special access program testing -- The contractor
will be required to produce multimedia briefings in support ofspecial
access programs. These briefings should include appropriate facts, a
logical presentation sequence and an appropriate media choice for the
briefing. (11) CD-ROM production for special access required versions
of AFTTP 3-1 -- The contractor will take the final written product from
each special access required AFTTP 3-1 rewrite conference and produce
these volumes on CD ROM, including original graphics, full animation,
and video capture. The number of volumes, type of aircraft, and dates
are classified. (12) Produce classified manuals, briefings and reports
for Detachment 2, 57 WG -- The contractor will be required to
illustrate all current US and foreign aircraft and weapons systems in
detailed, technical, two-dimensional and three-dimensional color
drawings. The contractor will be required to create detailed cockpit
instrumentation and control panels of various US and foreign aircraft
including displays. The contractor will be required to produce
multimedia briefings in support of the Detachment 2 mission. These
briefings should include appropriate facts, a logical presentation
sequence, and an appropriate media choice for the briefing. (13)
Provide on-site automated data processing and technical support for
computers and peripheral equipment -- The contractor will be required
to provide automated data processing support services for systems
definition and design for approximately fifty (50) computers in eleven
(11) vaulted areas which are spread throughout eight (8) facilities.
The contractor will be required to maintain a close watch on evolving
computer technologies, security trends, and make appropriate
recommendations for all new computer hardware and software purchases
for these facilities. The contractor will be required to repair
existing equipment and update existing software on 42 Macintoshes and
8 IBM computers. All replacement parts and software upgrades will be
provided by the Government. Personnel Qualifications- The technical
qualifications of contractor personnel required for contract award are:
(1) the ability to provide accurate senior scientific technical
support, subject matter expert advise, and a corporate knowledge data
base, from a historical perspective, to the Directors of the Advanced
Programs and Director of Tactics; (2) have at least seven years
experience with US combat air forces operations and tactics (including
US Air Force and US Navy aircraft and systems); (3) have at least
seven years experience with testing and analysis of both US and foreign
weapons systems; (4) have at least seven years experience with
requirements research and analysis, project planning, test planning,
test execution, and documentation of findings; and (5) have personnel
capable of obtaining the following security clearances: TOP SECRET,
SBI, SCI (SI, TK, G, LM/ME). Responses -- All companies responding to
this synopsis must provide evidence of capability to perform the above
requirements. This evidence must include: (1) Experience: (a) recent
experience in performing data analysis and technical expertise in the
conduct of FME, Advanced Programs testing, and publications
capabilities. (b) Experience in US Air Force and US Navy aircraft
systems. (2) Personnel: Name, professional qualifications and specific
experience of scientist, engineers and/or technical personnel who may
be assigned to the proposed contract. Personnel must have capability
to obtain aforementioned security clearances. Include any other
specific and pertinent information as pertains to this particular area
of procurement that would enhance our consideration and evaluation of
the information submitted. Responses shall be evaluated and a
solicitation source list established consisting of those determined to
be potentially capable of fulfilling these requirements. Responses

89191-7063 ATTN: 1Lt Linda Ray. Responses must be received by 99 CONS
no later than 1500 PDT on 03 Oct 97. The Air Force reserves the right
to consider a small business set-aside based on the responses hereto.
After statements of capability have been screened, a solicitation will
be issued to those prospective sources who, in the judgment of the
purchasing activity, have the potential to successfully fulfill the
requirements of this planned contract. This requirement may be pursued
sole source if the Air Force determines that only one source is
