is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation ACD-7-Q-0022 is
issued as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 46. The Standard Industrial Code 3648, Lighting
Equipment, Not Elsewhere Classified. The Small Business Size Standard
is 500 employees. The resulting contract will be a Firm-Fixed Price,
Indefinite Quantity Contract. Contract Line Item Number (CLIN) 0001,
Flashlight, 700 each (this is a guaranteed quantity to be purchased);
CLIN 0002, Holster for Flashlight, 700 each (this is a guaranteed
quantity to be purchased); CLIN 0003, Flashlight, 1 -- 50 each; CLIN
0004, Holsters, 1 -- 50 each; CLIN 0005,Flashlight, 51 -- 100 each;
CLIN 0006, Holsters, 51 -- 100 each; CLIN 0007, Flashlights, 100 -- 200
each; CLIN 0008, Holsters, 100 -- 200 each; CLIN 0009, Flashlight, 200
-- 500 each; CLIN 0010, Holsters, 200 -- 500 each; CLIN 0011,
Flashlights, 500 and up each; CLIN 0012, Holsters, 500 and up each.
CLINs 0003 through 0012 are for additional quantities that may be
ordered. The flashlight shall have an AC charger, a DC Cord for
charging in a vehicle and two wall mounting charging receptacles;
minimum candle power of 15,000; maximum weight of 12 oz; maximum length
of 7 1/2"; rapid charge rechargeable battery; minimum run time of 45
minutes; and water resistant. The holster shall be plain black. The
Streamlight SL-20X is acceptable. Delivery of CLINs 0001 and 0002 shall
be made not later than September 30, 1997, to Immigration and
Naturalization Service, U.S. Border Patrol, 2301 South Main, McAllen,
Texas 78503, FOB Destination. All other orders will be delivered to an
address specified on each order for an Immigrantion and Naturalization
Service office in Texas, Oklahoma or New Mexico. FAR 52.212-1,
Instructions to Offerors-Commercial applies to this acquisition. For
evaluation purposes, the quote shall include Technical data describing
the flashlights and holsters. Award will be made to the lowest priced,
technically acceptable quote. Quotes shall include a completed copy of
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items. FAR 52.212-4, Contract Terms and
Conditions-Commercial Items applies to this acquisition with the
following additional clauses: FAR 52.216-18, Ordering (paragraph (a),
so much that reads, "Such orders may be issued from date of award for
a period of one year."); FAR 52.216-19, Order Limitations (paragraph
(a), so much that reads, "When the Government requires supplies or
services covered by this contract in an amount of less than two....";
(b)(1) "Any order for a single item in excess of 700"; (b)(2) "Any
order for a combination of items in excess of 1400"; (b)(3), "A series
of orders from the same ordering office within ten (10) days....", (d)
"...unless that order is returned to the ordering office within five
(5) days after issuance..."; FAR 52.216-22, Indefinite Quantity,
paragraph (d), "Contractor shall not be required to make any deliveries
under this contract after the completion of the last delivery order."
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statues or Executive Orders-Commercial Items, and the following
additional clauses apply to this acquisition: FAR 52.222-26, Equal
Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Action for Special
Disabled Veterans and Veterans of the Vietnam Era; FAR 52.225-3, Buy
American Act-Supplies; FAR 52.225-18, European Union Sanctions for End
