Officer, 702-652-4383 The Contracting Office at Nellis AFB, Nevada
intends to enter into a noncompetitive contract with Sparta, Inc. for
the following service: Contractor shall provide all necessary parts and
installation to refurbish refurbish Mobile Ordnance Disposal System
(MODS). Contractor shall update software, provide operational training,
and transportation to Nellis AFB. MODS is a prototype developed for the
Air Force under a R&D effort by Sparta, Inc. MODS is a two kilowatt
laser system, mounted on an armored vehicle platform, designed to
rapidly neutralize visible conventional high explosive and denial
munitions, mines, and other ordnance up to a two thousand pound,
general purpose bomb. Refurbishing shall include but is not limited to
the following: replace laser lamps, rod and head gasket o-rings, laser
head, desiccant, dry nitrogen, rope isolators, RTD temperature probe,
temperature transmitter, and de-ionization filter. Repair temperature
sensor, temperature transmitter, cover screw insert, lift pin
(replace/repair), pin bushing (replace/repair), rangefinder, and camera
zoom feedback. Clean camera lens and align and clean BCS. Contractor
shall provide optional upgrade to laser rod assembly Contractor shall
provide the following spare parts: temperature sensors (2 EA),
temperature transmitter (2 EA). Training shall be accomplished at
Nellis AFB. Contractor shall provide training manuals, technical
orders, and MODS operator training for six USAF Explosive Ordnance
Disposal (EOD) personnel from the 99 CES EOD Flight. Upon completion of
training, the six personnel must be certified to provide MODS
operational training to other EOD personnel. Offeror shall base his
proposal on the following Contract Line Items (CLIN): CLIN 0001
Refurbish Mobile Ordnance Disrupter System (MODS)- 1 JB; CLIN 0002
Training -- 1 JB; and CLIN 0003 Shipping Fee, FOB: 99 CES/EOD, 8355
Bergstrom Ave, Nellis AFB NV 89191-6112. Shipping charges must be
billed as a separate line item on the invoice, and a copy of the
prepaid shipping document must be submitted with the invoice. -- 1 JB.
This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposal is being requested and a
written solicitation will not be issued. This solicitation is issued as
a Request for Proposal (RFP). This procurement is reserved for small
business concerns, utilizing the size standard in FAR 19 under Standard
Industrial Code 3728. This solicitation document and incorporated

include with their offer a completed copy of the provisions at FAR
52.212-3, Offerors Representation and Certification-Commercial Items.
Award will be based on the lowest price proposed from a
responsible/responsive contractor in accordance with FAR 9.104-1.
Proposal is due on or before 21 September 1997, 3:00 PM PDT. Award will
