Environmental Protection Agency (U.S. EPA) Office of Water has a
requirement for regulatory and programmatic support for the control of
microorganisms in drinking water. The National Health and
Environmental Effects Research Laboratory is responsible for providing
technical support to the Office of Water under the Surface Water
Treatment Rule (SWTR), the Information Collection Rule, the proposed
Enhanced Surface Water Treatment Rule, and the proposed Groundwater
Disinfection Rule. The Surface Water Treatment Rule stipulates that all
public water systems using any surface water or ground water under the
direct influence of surface water must disinfect and may be required
by the state to filter, unless certain water quality source
requirements and site specific conditions are met. Treatment technique
requirements are established in lieu of Maximum Contaminant Levels for
Giardia lamblia, viruses, heterotrophic place count bacteria,
Legionella and turbidity. The proposed Enhanced Surface Water Treatment
Rule, the proposed Ground Water Disinfection Rule and the Information
Collection Rule all require knowledge about the baseline level of
intestinal illness in the United States and the proportion due to
drinking water. The purpose and objectives of this procurement are (1)
Estimate the endemic intestinal illness rate in Worcester, MA and
evaluate the relative source contribution of all environmental risk
factors; (2) Evaluate the quality of drinking water prior to
installation of filtration and compare with the same quality parameters
after filtration has been on line; (3) Evaluate the health status of
the served population prior to and following installation of
filtration; (4) Evaluate the engineering aspects of drinking water
treatment prior to and following installation of filtration. The
successful contractor will supply all necessary labor, material,
services, equipment, and facilities in support of the effort delineated
by the statement of work. The successful contractor will be expected to
provide technical support services to aid the Agency in the following
task areas: Longitudinal Study, Health Event Study, Environmental Water
Sampling, and Supplemental Surveillance. The applicable SIC Code is
8731 with a size standard of no more than 500 employees. The period of
performance is expected to be from the date of award through January
31, 1998. This simplified acquisition will be awarded on a firm fixed
price basis. This procurement is for a follow-on to an existing
contract. The Request for Quote is expected to be issued approximately
September 11, 1997 as a full and open competition. Interested parties
