84 -- MILITARY OPERATIONS IN URBAN TERRAIN (MOUT) SOL W13G07-CBD7-0049 POC Dean Rogers (508) 233-5285 (Site Code DAAK60) The Defense Science Board 1994 Task Force on Military Operations in Built-up Areas clearly found that MOUT capabilities throughout the force are not adequate, and recommended an Advance Concept Technology Demonstration (ACTD) to address the most pressing deficiencies. As a result, a joint Army/Marine Corps MOUT ACTD was created to improve the operational effectiveness of soldiers and Marines operating in urban or built up areas. The ACTD will leverage on-going technology developments in identifying and experimenting with the best candidates to meet the prioritized MOUT ACTD User Requirements. The MOUT ACTD Functional Areas to be considered here are in Force Protection and Mobility. The following are ten user requirements in these two areas: 1) Ability to clearly mark all friendlies; 2) Improved obscurants; 3) Get on top of buildings; 4) Elbow/Knee/Joint protection; 5) Smaller, lighter chemical mask; 6) Man portable protective shield; 7) Personal protection kit; 8) Improved hearing protection; 9) Flexible cuffs; 10) Effective telemedicine system. Each of these requirements has a criteria worksheet against it describing the current deficiency, the requirement, and all other pertinent information. Any company with a potential solution to any of these ten requirements, should submit all information within 30 days of publication of this notice. Desired information would be any detailed technical information, drawings or sketches, existing data supporting performance capabilities, availability, and cost.
