in Billings, Montana, dcellan@gp.usbr.gov. The Bureau of Reclamation
announces its intention to negotiate an indefinite quantity contract
for the procurement of professional surveying services consisting of
construction, geodetic, boundary, topographic, route, hydrographic, and
cadastral, as well as use of GPS for projects with the Great Plains
Region.. These services are to be provided on a firm-fixed price task
order basis in the states of Montana, North Dakota, South Dakota,
Wyoming, Nebraska, Colorado, Kansas, Oklahoma, and Texas. The contract
will be negotiated in accordance with the Federal Acquisition
Regulations, Part 35 as implemented by Departmental and Agency
regulations and directives. The performance period will be for one year
beginning on the date of an award with four prepriced optional years.
The options may be exercised solely at the discretion of the Government
without further competition. The cumulative orders over the life of the
contract may not exceed $1,000,000. The principal items of survey
services are as follows: 1. Perform services under individual fixed
price task orders in any of the above referenced disciplines in any of
the specified states. 2. The maximum order limitation for any task
order placed under this contract is $100,000.00 with cumulative orders
over the life of the contract including optional periods not to exceed
$1,000,000.00. 3. The minimum order that the primary contractor is
required to accept is $2,500.00. 4. The minimum order that the
secondary contractor is required to accept is $1,000.00. Competent
firms suitably staffed to perform the required services are invited to
submit five copies of an up-to-dat Standard Form 254, U.S. Government
Archetect-Engineer Questionnaire and Standard Form 255,
Architect-Engineer and Services Questionnaire for Specific Project to
the above address. Your Standard Form 254 must be received by the above
office by 3:00 p.m., October 14, 1997. Submittals will be evaluated on
the following criteria listed in descending order of importance: 1.
Professional qualifications including education, work experience, and
registration status of personnel. 2. Experience with Bureau of
Reclamation and other Federal Government surveying standards. 3. Past
Performance on contract with government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedule. 4. Capacity to accomplish work including adequacy
of facilities for performance of the work including those necessary to
provide specialized services that may be required. 5. Availability of
additional contractor personnel or consultants to support expansion or
acceleration of a project. 6. Location in the general geographic area
and knowledge of the locality of the Region. Size Standard for this
Procurement. -- Any firm whose average annual receipts for its
proceeding three fiscal years do not exceed $2.5 million, and the
