Offutt AFB, NE, intends to procure 2 each video badging systems from Treknowlesj@offutt.af.mintech W.S.A., Inc., Montgomery, AL, to include the following proprietary software (INFORMS). The following equipment is considered, along with the software, as a complete electronic badging system: video capture card, IBM P/100, 16 meg RAM, 540 meg HD, 101 enhanced keyboard, mouse, internal tape drive, 3.5" floppy drive, 3 parallel ports, 2 serial ports, 14" IBM SVGA monitor, signature pad, 28.8 external modem, JVC color video camera, color PVC printer, and black and white PVC printer. All of these components, to include software and hardware, constitute one complete video badging system. All systems must have been approved for use by the Air Force Security Forces SPEMA program. Under the authority of FAR 6.302-1, this firm is considered the only supplier of this software. This software will allow for the manufacturing of the Air Force Restricted Area Badges automated electronic card system and interface with the existing magnetic card swipe entry system. The system possesses an encryption algorithm system and report generation. The software is capable of generating reports, recalling photo identification of previous visitors, and automatically identifying debarred personnel. These systems will be awarded as a package on an all or none basis. This software is considered proprietary to Trentech W.S.A. Inc. and this package is therefore being acquired using other than full and open competition. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement no later than 7 days from the published date of this announcement to the above address. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. Funds are not currently available but are anticipated at the end of this fiscal year. (0251)
