D -- ORACLEBRONZE SUPPORT SERVICE SOL DABT63-97-R-0071 DUE 091297 POC Procurement Technician: Wesseleen Stookesberry, 520-538-0416 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation document and incorporated provisions and clauses are in effect through the 1997 reissue of the FAR. (iii) Notice of award on a Sole Source basis from Oracle under SIC 7372. (iv) GENERAL INFORMATION: Federal Express proposal to Dept. of the Army, Directorate of Contracting, Building 21112, Hines Road, Ft Huachuca, AZ 85613. The Field Command, Defense Special Weapons Agency (FCDSWA) requires OracleBRONZE support services. Technical support includes OracleBRONZE support service for the following network operating systems: Windows NT, Solaris, Silicon Graphics, HP 98xx, and DEC Alpha. Comprehensive support for the Oracle software includes telephone response for FCDSWA problems and questions, delivered via Local Support Centers and reinforced with expertise from Oracle's Global Support Centers. Provide direct telephone access to technical analysts for problem resolution, bug reporting, documentation clarification and technical guidance during normal business hours, Monday to Friday. Research and develop ongoing product enhancements to meet ongoing business challenges with product upgrades. Provide maintenance releases available to facilitate ongoing needs, including changes in operating systems and technical problem resolution including new functionality upgrades; general maintenance releases, patches, fixes and workarounds, and software ordering facilities. Provide transfer rights to FCDSWA including entitlements to credits when transfer of Oracle software to other supported hardware platforms and operating systems is required. Provide Client Relations to FCDSWA to include Oracle contact information, maintenance of accurate accountinformation, processing of software product version updates, license tracking information, including: Customer Support Identification (CSI) number clarification. Provide access to Oracle's broad information access and download systems that provides data browsing and best practice procedures to ensure continued success with Oracle technology. Provide business hours telephone support by electronics services. The services shall offer a first line of support available around the clock. FCDSWA shall have complete access to Oracle's support systems and participate in and understand all the issues involved with problem resolution. Additionally, FCDSWA shall receive full membership to Oracle's interactive forums and information services as on-line access, SupportLink, and SupportNotes. Provide comprehensive user guides for Oracle, that details how to use telephone support, as well as on-line information access and download systems. The user guides shall act as both instruction manuals and as quick reference documents. Academic pricing is requested. (v) Period of performance is 12 months from date of award for technical support. However, user guides will be delivered within 30 days. (vi) Place of delivery: FCDSWA, Kirtland AFB, New Mexico 87117-5669. The statutory authority for Other than Full and Open Competition is 10 USC 2304(c) (1), Only One Responsible Source. Proposal is due by September 12, 1997.
