On or about 15 September 1997, this office will issue Invitation for Bids for the construction of REMEDIAL ACTION, FIRE PROTECTION TRAINING AREA -- PHASE II, MINOT AFB, ND. Bids will be opened on or about 15 October 1997. This solicitation is unrestricted and open to both large and small business participation. Contractors interested in inspecting the site of the proposed work should contact the Minot Project Engineer, U.S. Army Corps of Engineers, Bldg. 132, Minot AFB, ND 58701, Telephone: (701) 727-6127. The work will include the following: (Approx. quantities) The project provides for the continued land farming O&M of two (2) Land Treatment Areas (LTAs), to remediate petroleum hydrocarbon contaminated soil to be excavated from a formerly used Fire Protection Training Area. The LTA sizes are 3.5 acres and 23.5 acres. Approximately 8,300 CY of contaminated soil is currently being land farmed in the LTAs that was excavated and placed in the LTAs from another contractor operation. An additional 40,000 CY of contaminated soil is be excavated and placed in the largest LTA by another contractor operation. It is estimated that 50,000 CY of contaminated soil remain to be land farmed to complete project remedial action. Additional contaminated soil excavation may be required to comply with regulatory action level standards. The land farming operation includes periodic tilling of soil placed in the LTAs, addition of nutrients, adjustment of pH and controlling moisture content for optimum bioremediation. To evaluate and control the bioremediation process, periodic sampling, testing and analysis of soils being treated in the LTAs is specified. Additional work associated with this land farming operation will be the processing of storm water runoff as specified. Three (3) new monitoring wells are to the installed as specified. Final grading of the LTAs will be accomplished at the completion of land farming operations. The estimated construction cost of this project is between $1,000,000 and $2,500,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 720 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. It has been determined that the number of sets be limited to one (1) per firm.
