Contact Brian Mulcahy/Contracting Officer The U.S. Department of State, Office of Diplomatic security, intends to award a modification to contract S-OPRAQ-97-D-0569 for Armed Guard Services performed by Inter-Con Security Systems, Inc., 900 South Garfield Avenue, Alhambra, California 91801-4441. Additional guard services are required for Passport Offices in Boston, MA; Chicago, IL; Honolulu, HI; Houston, TX; Philadelphia, PA; Seattle, WA; New Orleans, LA; Stamford, CT; and at other regions within the continental United States. Specific protective assignments will be issued by delivery order. The contractor will be required to recruit, train, retrain and manage armed security personnel in addition to supervisory, managerial and technical contract employees. Additional hours required for the work is estimated at 600,000 hours, which includes base plus option years. Numbered Note 22 is applicable to this procurement action and states, "The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
