Leonard Charleston AFB 803-566-5155 ext 231 This is not a synopsis to
advertise a solicitation that is ready for release, but rather a
synopsis to assimilate information from responsible sources who have
the ability to maintain and operate and who are currently maintaining
and operating the following equipment. The central Steam Heat Plant was
constructed in 1953 and consists of three (3) coal fired water tube
boilers. The boilers were converted to #6 fuel oil in 1969 and again in
1996 to natural gas with #6 fuel oil as a back up fuel. Each boiler is
rated at 50,000 pounds of steam per hour at 110 PSI. Additional
equipment includes but is not limited to induced draft fans, soot
blowers, DA tanks, condesate return tank, hot water/oil heater pumping
systems and various pumps, valves, chemical mixers/injectors and
electrical/electronic control systems. There is also a water test
laboratory located inside the facility. External to the facility are
the incoming natural gas regulators, the #6 fuel oil off loading point,
two (2) 210,000 gallon above ground fuel storage tanks and
interconnecting piping. The plant is powered by the base electrical
distribution system and has a back up generator in case of emergencies.
The plant operates on a three shift, 24 hour, seven day a week schedule
from October until April with recurring maintenance performed daily.
Annual maintenance is performed during the non-operational period of
May through September. The responsibilities of this operation include
the distribution system only to the point of leaving the building. This
plant produces steam for heating/comfort control only throughout base
facilities and there is no process steam requirement involved in this
