Of Commerce/NWS/Office of Systems Operation's (OSO) Engineering Division has a requirement for the conversion of technical manuals (13 Engineering Handbooks) into a CD-ROM format through an OCR process. The text and image files are to be converted into an HTML or Adobe PDF file format so they can be used with a browser (Netscape or Microsoft's Internet Explorer ) or the Adobe Acrobat reader. The electronic text recorded on the CD-ROM will be 99.5 percent accurate and all definite numbers will be 99.8 percent accurate. All graphical representation will be shown in native image format. The table of contents will be displayed in a hierarchical structure on the left margin of the monitor. Additionally, the table of contents will be linked to the corresponding pages. All text processed enabling full-text search capability. All HTML and Adobe files will be published to CD-ROM and will contain the search engine. The Adobe CD-ROM will also contain the Adobe reader. Copies will be made tosatisfy the user requirements of the Engineering Division. Interested parties that have the ability to provide this type of service are invited to write to the address above for solicitation documents. Request to be received no later than 15 days after the date of this notice. Along with cost proposal, interested parties must submit information as to their capabilities and any other pertinent data.
