The Indian Health Service (IHS) intends to award a 12-month SOLE SOURCE contract with two (one) year option periods to the National Indian Child Welfare Association, Portland, Oregon, under the authority of FAR 6.302-5, Authorized by Statue, Buy Indian Set-Aside, 25 U.S.C. 47. The proposed contractor will provide two (2) pre-a~pplication technical assistance sessions and on-going technical assistance to the grantees of this Initiative. The grantees will develop community based, culturally appropriate systems of care for seriously emotionally disturbed (SED) children, adolescents and their families which may then be adapted by other American Indians/Alaskan Natives (AI/AN) communities. Additionally the development of the systems of care by the grantees will enhance their eligibility for children's service grants that are periodically awarded by CMHS. This procurement is a SOLE SOURCE and NO solicitation is available, therefore requests for such documents will be considered invalid responses. Numbered Note 22 applies except that the 45 days is reduced to 15 days. (0241)
