Broadcasting (IBB), has a requirement to expand its IBB Atlantic Ocean
Region Satellite transmission facility for radio and television
programming in Washington, DC. To accomplish this, IBB requires seven
Scientific Atlanta Power VU Model D9380 Digital Video Modulators. These
modulators are required to remain compatible with proprietary software
used with the existing television/radio network. IBB intends to issue
a sole source (FAR Part 6) contract using Simplified Acquisition
procedures (FAR Part 13) to Scientific Atlanta for this equipment. This
