The U. S. Army Research Office (ARO) announces the FY 98 Broad Agency
Announcement for Cold Climate Energy research. These funds shall be
used to develop energy-related-technologies configured specifically to
extremely cold environments. In cold climates, heat recovery from
power generation equipment is an important means for reducing fuel
requirements and this energy conservation strategy could be a possible
area for productive research. Development of equipment such as
portable space heaters that would remove heat from an engine waste
stream (such as exhaust or water jacket) and supply it to temporary
structures would be an example of this sort of concept. Other examples
of energy conservation research in extreme cold climates are
innovative thermal barrier coatings or panels such as superinsulation
concepts based on aerogels, thermal storage systems such as phase
change materials or fuel reservoirs, light/heat pipe technology or
light filtering, and other passive solar concepts. Some examples of
possible areas for research related to energy generation are concepts
for starting polymer electrolyte membrane fuel cells at extremely cold
conditions. ARO expects to make one to three awards for three-year
performance periods, to be fully funded at time of award for $950,000,
subject to availability of appropriations. Proposals may be submitted
only by U. S. institutions of higher education with graduate
degree-granting programs in science and/or engineering. Proposals under
this Broad Agency Announcement (BAA) are due by 4:00 p.m. local time on
Thursday, October 2, 1997, to the appropriate agency address stated in
