INTRODUCTION: PRDA 97-22-AAK is hereby amended to provide the following
clarifications and additions to the technical requirements of this
PRDA. Due to this amendment, the proposal submittal date has been
changed from 23 Sep 97 to 2 Oct 97. The following are clarifications to
this PRDA: (1) The ESAI software will not be made available as a
deliverable under this contract until approximately 1 May 98. As a
result of this date, the contractor can propose to use their software
as a part of this effort. The contractor shall ensure that this
software can perform multi-level correlation and data fusion to include
correlation and fusion of disparate data sources, situation assessment,
and response determination. This software shall be able to understand
and operate with inputs from sources such as TRAP/TADIX-B, TIBS,
on-board sensors, and command and control information from a ground
station element or surrogate air operations center and (2) Where the
PRDA states that a Multi-Mission Advanced Tactical Terminal (MATT) will
be used should be changed to read "The contractor shall use a tactical
terminal that is capable of receiving off-board threat and imagery
data via over the horizon satellite communications and is certified for
safety of flight". Paragraph B-REQUIREMENTS, (3) TECHNICAL REQUIREMENTS
is hereby amended to add the following: (1) In addition to the flight
demonstration to be performed during FY99, the contractor shall perform
a ground-based simulation/demonstration in an LO aircraft hot mock-up
to show the military utility of fusing both on-board and off-board
sensor inputs for the purposes of enhanced survivability and mission
flexibility for future LO aircraft. This ground based demonstration
should be representative of LO aircraft that have multiple on-board
sensors to include fire control radars, electronic support measures
equipment, a radar warning receiver, multi-spectral targeting devices,
and communication and navigation equipment. The purpose of this
ground-based exercise is to provide design tradeoffs and proof of
principle determination of the value and utility that both off-board
and multiple on-board sensors can provide for future LO aircraft. and
(2) As part of the flight demonstration in FY99, the contractor shall
investigate and demonstrate the fusion of imagery and threat
information for the purposes of displaying this product in the cockpit.
This imagery/threat data fusion and display shall occur as part of a
retargeting/retasking exercise during the demonstration. It is
anticipated that the bulk of this fusion will be done on the ground and
transmitted to the aircraft, however, the contractor shall investigate
the feasibility of performing this fusion in the air using the
on-board avionics equipment and software. In addition, the contractor
shall investigate and demonstrate the feasibility of transmitting small
sub-image chips to augment on-board pre stored images. The purpose of
this is to reduce the image size that will be transmitted over the
datalink while providing enough image information for retargeting. The
contractor shall investigate how to georegister and stitch the
