Protection Agency (EPA) is issuing a request for proposal for services
to which the Government intends to award a firm fixed price contract
using the Simplified Acquisiton Procedures of FAR Part 13. The EPA is
FACNET Certified. -- STATEMENT OF WORK -- SAS/AF USER INTERFACE FOR A
DATA WAREHOUSE 1.0 Background The Office of Policy, Planning, and
Evaluation's (OPPE), Center for Environmental Statistics(CES) is
responsible for the compilation, analysis and presentation of
information on environmental conditions, as well as the preparation and
publication of regular reports which present on a regular basis
measures of trends and conditions of the national, regional and local
level of geography. CES routinely provides a variety of users with
environmental statistics, environmental indicators and other analytical
environmental measures for use in public policy decision making,
program evaluation, and public information and education. Some examples
of these publications are the Indicators on the Internet Home Page,
Compendium of Environmental Statistics Report and Home Page, National
Goals Report, Water Quality Guide, and periodic updates to its Guide to
Selected Environmental Statistics in the Federal Government. In
addition to providing information in support of public policy to EPA
decision makers, CES also provides public access to aggregated
environmental data and statistics through a variety of mechanisms. The
CES is the focal point for environmental statistics at EPA and is
actively involved in developing the necessary infrastructure and
capacity to transition to a Bureau of Environmental Statistics should
legislation be passed to authorize this. 2.0 Purpose The purpose of
this contract is to provide a Data Warehouse in the SAS System to
support the Indicators on Internet project. The Indicators on Internet
(IonI) Project is an EPA activity to publish national, state and
county level environmental data, and indicator documents on theWorld
Wide Web (WWW). The data and documents published to the Web will be
used by national, state and local environmental planners and managers
to manage for environmental results. The SAS System is used a the main
computing software development package for the IonI project. The
primary purpose of this SOW is to design, develop, code, test and
document several user friendly custom SAS/AF Frame Application to
automate the back-end data access, SAS data set creation, data
subsetting, data scrubbing, data aggregation, and data downloading used
in the Indicators on Internet Project. This will allow EPA staff and
contractors to manage the development and population of the data
systems used in the IonI in a more timely, cost-effective manner. Most
EPA data systems reside on EPA central MVS mainframe system at RTP,
NC. Access to the mainframe systems is via 3270 emulation software over
TCP/IP protocol and client/server SAS software using TCP/IP transport.
The Mainframe EPA Program Office data systems which are to used for
this SOW are: Toxic Release Inventory (TRI) Biennial Reporting System
(BRS) Permit Compliance System (PCS) Safe Drinking Water Reporting
System (SDWCS) Using the above Data Systems, the contractor will
perform the following: 1) Do a user requirements review and analysis.
2) Design, develop, code, test and document a SAS/AF Frame Application
to control populating the Data Warehouse. 3) Design, develop, code,
test and document PC and Sun Unix Systems SAS/AF Frame Application(s)
in client/server mode to access existing SAS Mainframe Applications and
code to: a) Create Mainframe (MF) record level SAS Data Sets and Views
of these data sets. b) Create custom views to these data sets for user
by other SAS Applications. c) Document these views and place them on
the CES Sun Server. d) Write custom SAS/AF controlled box whisker
plots, mosaic plots and other data scrubbing plots (outlier detection)
of discrete and continuous data to allow custom deletion or weighing
of observations prior to aggregation or other analysis. e) Write SAS/AF
Frame program(s) to aggregate the data to various aggregation levels as
appropriate for the data. f) Write SAS/AF Frames programs to download
and populate the data warehouse. g) Interface the aggregated data to
SAS Institute's New Data Warehouse Administration Product. h) Prepare
Custom Documentation for the CES Data Warehouse Administrator or the
users of the CES Warehouse so that Data Warehouse can be maintained.
Documentation similar to the SI "Building Your Client/Server Solution
with the SAS System is what is expected and to be customized to the CES
network computing environment. I) Train Data Center staff on use,
customization and maintenance of the SAS/AF application. j) Write
custom SAS/AF Frame program(s) to add another data system to the IonI
Data Warehouse assuming the data resides on EPA's Mainframe in SAS data
set form and contains record level data which must be read, scrubbed,
aggregated and then downloaded to the IonI Data Warehouse. k) Write a
custom SAS/AF Frame Application utility application to move SAS data
and SAS/Graph graphics catalogues from Unix hosts in the Data Center to
RTP and vice/versa. l) Write a custom SAS/AF Frame Application which
would create Oracle Tables on Sun or Digital Unix Systems from SAS data
set residing in the IonI Data Warehouse or as SAS data sets on the MVS
platform or Unix platforms. The IonI Data Warehouse will reside on Sun
Unix hosts located in CES's Date Center in Washington DC. Quotes are
due in writing not later than 15 days of notice of this solicitation.
This is a combines synopsis/solicitation for the above services and
will be the only solicitation; proposals are being requested and a
written solicitation will not be issued. Any contractor/vendor able to
meet the requirements must demonstrate in writing by closing date. All
responsible sources solicited may submit a bid, proposal, or quotation,
