70 -- SOFTWARE SOL S-OPRAQ-97-M-2632 DUE 091297 POC Contact: Helen Hirshon, (703) 875-6033, or Maureen Bowers, (703) 875-5805 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number: S-OPRAQ-97-M-2632. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45, final rules effective 1/97. The Standard Industrial Classification (SIC) Code is 5045. Software to be acquired (for help desk operation manned by 1 to 3 persons and serving 200 to 500 clients): (1) Software must be compatible with Windows NT 4.0 Server, and be capable of interfacing with Windows 3.x (Windows 3.1-WFWG), Windows 95, and Windows NT Clients; (2) Literature providing examples of compliance with ODBC Standards (capable of utilizing SQL Oracle, Access, etc databases) must be provided with the software; (3) must track hardware and software inventory data on Consular Affairs Microsoft/DOS Network; (4) must be able to import network hardware and software inventory data from Tally System's NetConsus and SMS databases; (5) search functions must be relatively simple and easy to use, utilizing Windows drag-and-drop functionality; (6) installation must take no longer than ten days; (7) must have the ability to change the user interface and add, modify, or customize displayed fields according the current help tracking needs and growth; (8) must have an intuitive GUI user interface; (9) minimize administrative maintenance tasks, creation, and modification of tables and records in Oracle/SQL database should be fully automated; (10) incorporate full audit trail capabilities for support desk calls; (11) provide easy access to client history/profiles in order to track end-user training levels, previous problem history, and desktop equipment; (12) incorporate tools for development of help desk knowledgebase, Knowledgebase shouldbe able to utilize standard Microsoft product knowledge-packs; (13) incorporate a proven module, with readily identifiable examples that can procide full functionality and access to help desk staff via a web interface; (14) product tools must provide functionality in a graphical interface; (15) capable of supporting 6 licenses, as well as have the ability to expand as necessary; (16) vendor must provide technical support via e-mail, telephone, and on-site visits during normal business hours and after hours support during emergency periods (e.g., system down); (17) must provide software installation, on-site administrative and user training, plus all required user manuals for software. Vendors must provide description and specifications of items being offered and supply sufficient information in their proposal for the government to determine that the items being offered meet the requirement stated above. Only one award will result from this solicitation. Award will be made to the lowest priced, technically acceptable, responsible offer. Offerors must provide earliest delivery time and payment terms. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offers. A copy of the Representations and Certifications may be obtained by calling the point of contact listed in this notice. Clause 520212-4, Contract Terms and Conditions -- Commercial Items, and Clause 52.212-5, Contract terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items, are hereby incorporated by reference. The following paragraphs apply to this solicitation and any resultant award: 52.222.26, 52.222.35, 52.222-36 and 52.222-37. DOSAR clauses 652.203-70 and 652.206-70 will also apply, as well as the Arab League Boycott of Israel and Export Administration Act Clause. In addition, offerors must certify that they do not comply with the Arab Boycott of Israel, by taking or knowingly agreeing to take any action with respect to the boycott of Israel by the Arab League countries, which Section 8(A) of the Export Administration Act of 1979, as amended (50USC App 2407 (a)) prohibits a U.S person from taking.
