Sources Sought: The Communications and Electronics Command (CECOM)
Acquisition Center and PM Combat Identification (PM CID) are seeking
sources for Combat Identification Panels (CIPS). These panels are
covered on one side with low emissivity thermal tape and are attached
to various ground system platforms with bolts, velcro or mounting
frames in such a manner to assure the proper aspect angle of the tape
with respect to the sky. When viewed through Forward Looking Infrared
(FLIR) thermal sensors, the CIP (thermal tape side out) shows up as a
contrasting cold spot on the hot target image. During the target
engagement process, a gunner would use this contrast to assist in
determining if the targeted vehicle is friendly or unknown. Proposed
CIPS must be compatible with existing panels, produced by TACOM,
Letterkenny Army Depot, Anniston Army Depot, Red River Army Depot and
the National Institute for the Severely Handicapped (NISH). National
Stock Numbers exist for panels for specific vehicles (i.e. NSN
2590-01-394-7838 for the M1A1/A2 MBT CIPS). A list of those NSN's are
available upon request. The list also includes the NSN for thermal
tape. Chemical Agent Resistive Coating (CARC) is a mandatory panel
requirement. This is a market survey requesting information only. If
there is any resultant solicitation, it will be publicized in
accordance with FAR Part 5. This survey is also issued IAW the
requirements of FAR Part 10 to determine the applicability of FAR Part
12, Acquisition of Commercial Items. Interested sources with
experience in similar/compatible projects or programs should provide in
