The contractor will provide entreprenuerial training and counseling to military spouses on base in Norfolk, VA. Because NWBC is a grantee under OWBO's demonstration project under section 29 of the SB Act, and the only grantee located within a short distance of the base to set up satellite facilities, NWBC is the only responsible source which can satisfy the Agency need.
