is a synopsis for commercial items prepared in accordance with the
format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
solicitation is being issued as a Request for Quotation (RFQ) #70435,
the provisions and clauses incorporated are those in effect through
Federal Acquisition Circular (FAC) 90-46. This solicitation is under
the Simplified Acquisition Procedures (SAP) Far Subpart 13 Test Program
on an unrestricted basis. This requirement is for a Firm-Fixed price
contract, Indefinite Delivery-Indefinite Quantity (IDIQ) for one base
year with four (4) option years contingent upon availability of funds.
The FBI intends to issue a RFQ that will be evaluated on the basis of
the "Best Value" to the Government per line item. The FBI has a
requirement to purchase CLIN 1:12X and CLIN 2: 16X Power Gyro
Stabilized Binoculars. The estimated minimum order amount is 50 units
being CLIN 1, a GSB model with 12 times magnifying power and 50 unit
being CLIN 2, the high power GSB model with 16 times magnifying power,
and an option to procure up to an maximum total of 300 units of each
model over the life of the contract. The specifications of the GSB 12X
and 16X magnifying power should include but are not limited to the
following: Optical characteristics: the GSB 12X unit shall have fixed
magnifying power of 12.0 plus or minus 3% in each of its individual
telescope and the GSB 16X unit shall have fixed magnifying power of
16.0 plus or minus 3% in each of its individual telescope; minimum
differential in each unit shall not exceed 2%; minimum objective lens
diameter of each GSB unit is 40 millimeters (mm); minimum field of view
of the 12X unit shall be 4.5 degrees and 3.4 degrees for the 16X unit;
each GSB unit shall have individual eyepiece focusing; minimum diopter
range of each GSB unit shall be plus or minus 4; minimum eye relief of
the GSB 12X unit shall be 16.0 mm and for the 16X unit shall be
12.0mm; on-axis, high contrast (100 percent) resolution of the 12X GSB
unit shall not be greater than 10.30 arc seconds per line-pair with no
vibration input and the 16X unit shall not be greater than 7.7 arc
seconds per line-pair with no vibration input. Stabilization
Characteristics: stabilization of the optical image shall be achieved
for each unit by internal stabilization of the optics. The
stabilization system shall be capable of removing image motion in pitch
and yaw smoothly increasing fashion; minimum stabilization freedom of
each GSB unit shall not be 5.0 degrees; scanning rate of each GSB unit
shall not be less than 5.0 degrees/second; maximum external dimensions
of each GSB unit shall be 220 mm x 220m x 100 mm; maximum weight of
each GSB unit shall not exceed 2.0 plus or minus 0.15 kilograms; each
GSB unit shall have interpupillary adjustment range from 60mm to 70mm;
Electrical Characteristics: each GSB unit shall be capable of
operating on either standard "AA" commercial batteries internally or on
an external power supply; each GSB unit shall be capable of operating
12 to 28 volts DC; each GSB unit shall have at least two control
switches one ON/OFF and another CAGE/UNCAGE control switch. Further
specifications will be provided upon request for RFQ #70435. A bid
sample(s) is required. Request for RFQ #70435 must be in writing. All
responsible sources may submit a quote which shall be considered by the
agency. Faxed request for RFQ will be accepted and may be faxed to
(202) 324-8031. Telephone requests will not be accepted! All proposals
shall be submitted to the address listed on line number seven or faxed
to previously listed number no later than 4:30p.m. EST, 9/17/97. Any
request postmarked after 15 days will be subject to the availability of
