C -- INDEFINITE DELIVERY CONTRACT FOR GENERAL HYDROLOGY & HYDRAULIC DESIGN ACTIVITIES FOR LOUISVILLE DISTRICT CIVIL WORKS PROJECT (8A SET ASIDE COMPETITIVE) SOL w22w9K72336537 POC Contract Special, Hank Smith 502-625-7634 TITLE: A/E SERVICES FOR AN INDEFINITE DELIVERY CONTRACT FOR GENERAL HYDROLOGY & HYDRAULIC DESIGN ACTIVITIES FOR LOUISVILLE DISTRICT CIVIL WORKS PROJECTS (8A SET ASIDE COMPETITIVE) GENERAL INFORMATION: The proposed services will be obtained by a negotiated Firm Fixed Price Contract. The maximum amount of the contract shall not exceed $1,000,000.00 and no individual delivery shall exceed $300,000.00. The contract period is one year from date of award, with two option years for an additional ceiling amount of $1,000,000.00 each year. 2.PROJECT INFORMATION: Activities will predominantly consist of general hydrologic, hydraulic, and water quality evaluation studies with supporting documentation and report preparation and/or design of related flood control or water conveyance appurtenances. Studies can include initial assessment, reconnaissance, feasibility, or PED (planning, engineering, and design) level of detail including development of plans and specifications. Expected projects could involve large navigation projects; urban studies involving major storm, sanitary, and combination sewer flow combined with overland flow; and metropolitan or local flooding studies for flood protection by structural measures, such as levees, channel improvements, detention basins, pump stations, etc, or by non-structural measures, such as flood-proofing, limited land use, or design, development, and maintenance plan for a flood warning system using data collection platforms (DCP's) or other state-of-the-art remote sensing equipment. Other projects may include water quality data collection, including remote sample and data collection and laboratory analyses; water quality modeling, including calibration of CE-QUAL-W2; and computer services, including programming in support of database management activities, GIS, and other computer and database related services. Construction cost estimating must be accomplished using the Micro-Computer Aided Cost Estimating System (M-CACES) software (software and database will be furnished). Specifications must be electronically developed using Corps of Engineers Guide Specifications (CEGS). Drawing development may be by any CADD system but submittals must be in accurately translated Intergraph Microstation format unless otherwise specified 3. SELECTION CRITERIA: Submittals will be evaluated against the general evaluation factors listed in Note 24 in descending order of importance. Items (a) through (d) are primary selection criteria, (e) and (f) are secondary criteria. Specific requirements for this project are as follows and must be identified in the SF 255: a. Professional Qualifications of the key management and technical personnel to include appropriate education, training, registration/certification, overall and relevant experience for the following personnel must be documented in resumes: Two resumes are required for personnel in the following fields: Civil, Hydraulic, Hydrologic, Electrical, Mechanical, Structural, Sanitary, Geotechnical and Environmental Engineering. Resumes must identify project assignment and indicate a designer and checker in each specified field of engineering with at least one in each field professionally registered. One resume for the following individuals must also be provided: Project Manager, Computer Programmer, HTRW testing and abatement individual, and a CE-QUAL-W2 modeler. b. Specialized Experience: Specialized experience of the firm and the proposed team in the performance of : mathematical modeling, database development computer programming, testing and abatement of HTRW materials and associated issues; field surveys and field collection of water samples and water quality data; analytical laboratory capabilities for analyses of water quality parameters; remote data and sample collection using Handar DCP's. In-house experience with programs developed by the Hydrologic Engineering Center (HEC), particularly HEC-1, HEC-2, HEC-5, and Flood Frequency Analysis (HEC-FFA), Interior Flood Hydrology Package (HEC-IFH), and CE-QUAL-W2 is required along with having the capabilities to develop models for rural or urban areas using SCS and other techniques such as the SWMM model and second generation HEC programs such as HECRAS (for HEC-2). Additional experience is required in providing hydrologic input and output from HEC-1 and HEC-2 programs that is compatible with HEC-FDA package. Firms must demonstrate experience in one-dimensional unsteady flow through a network of open channels such as (UNET) or other similar programs. c. Capacity: Capacity to perform multiple delivery orders and sufficient staffing and/or team to accomplish same. At least two individuals must be identified by resume in the following fields: Civil, Hydraulic, Hydrologic, Electrical, Mechanical, Structural, Sanitary, Geotechnical and Environmental Engineering. Evaluation will include the demonstrated ability to create and maintain a team with a single point of contact responsible for all efforts, size and capacity of resource pool. d. Past Performance with respect to cost control, quality of work and compliance with performance schedules on DoD and non DoD contracts. e. Knowledge of locality. f. Volume of DoD contracts awarded within the last twelve months. A formalized project specific Quality Control (QC) Plan must be prepared and submitted identifying the process that the prime firm and consultants will follow to minimize errors and omissions for the activities as specified above. Only resumes identifying the professionalism and specialized experience of the design group are necessary. Other available personnel may be specified in paragraph 10 of the SF 255. 4. SUBMITTAL REQUIREMENTS: a. See Note 24 for general submission requirements. Firms which are interested and meet the requirements described in this announcement are invited to submit one completed SF 255 (Revision 11-92), U.S. Government A/E and Related Services for Specific Projects to the office shown above. SF 255 (Revision 10-83) is obsolete and only the 11-92 edition of SF 255 will be accepted. All responses on SF 255 to this announcement must be received no later than 4:30 pm Local Time on the 30th calendar day after the date of this publication to be considered for selection. The day following this CBD announcement counts as day number 1. If the 30th day falls on Saturday, Sunday or a U.S. Government holiday, the deadline is the close of business on the next Government business day. b. It is requested that interested firms list the fee amount and date of all DOD contracts awarded during the last 12 months to the firms and all subsidiaries in Block 9 of the SF 255. c. Responding firms must submit a current and accurate SF 254 for each proposed consultant. Additionally, all responding firms which do not have a current (within the past 12 months) SF 254 on file with the North Pacific Division, Corps of Engineers, must also furnish a completed SF 254. If a SF 254 is included, only the 11-92 edition of the form will be accepted. The business size status (large, small and/or minority) should be indicated in Block 3 of the SF 255. Definition: A concern is small if the annual receipts averaged over the past 3 fiscal years do not exceed $2.5 million. d. No other information including pamphlets or booklets is requested or required. e. No other general notification to firms under consideration for this project will be made and no further action is required. Solicitation packages are not provided for A/E contracts.
