detailed in the sources sought synopsis published on May 28, 1997 and
modified on June 11, 1997, entitled ANALYTICAL SUPPORT SERVICES IN
SUPPORT OF THE DEVELOPMENT OF EFFLUENT LIMITATIONS GUIDELINES AND
ANALYTICAL CHEMISTRY SUPPORT. The United States Environmental
Protection Agency, Office of Water (OW), Engineering and Analysis
Division (EAD) requires analytical and technical support in the
following areas: 1) Sample Tracking and Coordination Support, 2)
Quality Assurance/Quality Control Support of analytical results
provided to the Agency, 3) Support for automated management information
systems design, implementation and maintenance, 4) Sample handling
support -- the contractor shall provide adequate facilities and
services for storage, inventorying, and shipping in support of EAD's
sampling and analysis program, 5) Preparation of standards for
evaluating the performance of analytical laboratories, 6) Support for
primarily water-related field sampling, including all pre-sampling
activities including scheduling site visits and preparation of sampling
plans, and 7)Technical and scientific support related to analytical
(test) methods development and evaluation. The proposed contract action
will require the contractor to possess technical expertise in the
fields of chemistry, analytical methods of analysis for water, sludge,
and sediments, analytical laboratory quality control, computer
programming, automated management information systems, and field
sampling. The applicable SIC Code is 8731. It is anticipated that a
cost plus fixed fee/ level-of-effort contract will result from the
award of this solicitation. The Government anticipates a level of
effort of 25,000 direct labor hours for the twelve month base contract
year. Two options years will be included, and are anticipated to
contain 25,000 direct labor hours each, for a total potential of 75,000
direct labor hours over 36 months. The Government anticipates including
quantity option amounts of 23,000 hours for the base period, and 22,500
hours for each of the options periods. The total maximum potential
level of effort is therefore 143,000 direct labor hours over 36 months,
including all option quantities. IN ORDER TO AVOID CONFLICTS OF
INTEREST, THE CONTRACTOR WILL BE PROHIBITED FROM OWNING OR OPERATING AN
ANALYTICAL LABORATORY THAT PERFORMS ANALYSES FOR THE U.S. EPA OFFICE OF
WATER FOR THE DURATION OF THE CONTRACT. All responsible sources who
submit a proposal will be considered by the Agency. Solicitation
