Multiple awards will be made. Delivery orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgment) in accordance with FAR part 15.612 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Quality Control Plan, Financial Capability and Technical Support Staff; (2) Company experience; (3) Location in relation to the worksite. Interested parties may obtain a copy of the Request for Proposal by written request of fax, reference RFP No. DAHA12-97-R-0001. It is anticipated the solicitation will be available for distribution on or about 2 September 1997. No telephone requests will be accepted. All responsible sources may submit a proposal which shall be considered. A pre-proposal conference is scheduled for 23 September 1997 at 0900 hours at Building 18, Hulman Field, Terre Haute, Indiana.
