Standards & Technology (NIST) has a requirement to purchase an upgrade
of our current Talyrond 3 Roundness and geometry Measuring System.
Contract line item(CLIN) 0001 is ONE EA. Software and Hardware Upgrade
for a Taylor Hobson Talyrond 3 Roundness and Geometry Measuring
System. The system shall include a P.C. based data acquisition system;
Data analysis software that permits user access to raw measurement
data as well as performing the following evaluations: roundness,
concentricity, flatness, squareness, coaxiality, runout, vertical
straightness over a range of 100 mm with at least 1000 equally spaced
samples, cylindricity, slope analysis, harmonic analysis, parallelism,
and cylindrical form (including a 3-D type cage analysis); The
software and hardware upgrade shall support a resolution of 1.2
nanometers; The upgrade shall include a 360 mm long cable with
appropriate connectors to replace the current cable which links the
LVDT to the slide rail/spindle; The software and hardware upgrade shall
not degrade the current NIST Talyround 3 Roundness and Geometry
Measuring System maximum component diameter (385 mm) and height (686
mm) and measuring range of sensor (0.4 mm); The upgrade shall include
a fully interfaced and integrated z-axis linear encoder for use with
the straightness and cylindrical form measurements; The software shall
provide compensation for stylus length and display resolution in 1 nm
as a minimum; Access to the source code is required so that
modifications to the displays and algorithms can be performed at NIST.
The quotation must list the manufacturer or brand name and the model
number of the item to be furnished. Manufacturer's sales literature or
other documentation shall be provided to show that offered product(s)
meet or exceed requirements referenced above. Delivery shall be FOB
Destination to Gaithersburg, MD within 120 days after award. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in the FederalAcquisition Regulations (FAR)
subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
offers are being requested and a written solicitation will not be
issued. Solicitation 53SBNB760278 is issued as a request for quotations
(RFQ). The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer will be most
advantageous to the Government, price and other factors considered.
Offerors shall comply with the provision at FAR 52.212-2 and submit a
technical description of products being offered in sufficient detail to
evaluate compliance with the requirements in this solicitation. The
following factors will be used to evaluate proposals : (i) Degree to
which the proposal meets the specifications; (ii) Prior experience with
similar upgrades; (iii) Ease of modifying the supplied software.
Technical performance is significantly more important than price. The
clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items, applies to this acquisition. Also the clause at 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition,
including subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36,
(9) 52.222-37, (10) 52.225-3, (15) 52.225-21, and DOC agency-level
protest procedures level above the contracting officer, which can be
