The National Institute of Standards and Technology (NIST) has a requirement to replace and upgrade a unit in our existing measurement system (Photo Research), with a PR705 spectroradiometer. This instrument is required to be controlled by the existing software (SpectraWin), is required to run on Windows 95, and will be used to control other instruments in the NIST laboratory, which is essential for research. The unit is required to meet the following specifications: automated apertures at 3 degrees, 1 degree, 0.25 degree, and 0.125 degree; automated filters (filter wheel), i.e., fully trimmed Commision Internationale de L'Eclairage (CIE) photopic, relative red and blue, Neutral Density Filter (ND)-1, ND-2, ND-3, and ND-4; fully automated shutters, i.e, viewing shutter, measure/zero shutter; local (push-button) operation and remove (host computer) operation via an RS-232 port; measure luminance (from 3.4 X E5 to 3.4 x E6 candela-per-meter squared); measure colorimetry (relative, absolute, and delta) in terms of CIE 1931 and 1976 coordinates, correlated color temperature (CCT), L*u*v, and delta E; shall provide for an automated calibration with an optically regulated, integral temperature stabilized, internal calibration source; and shall be compact and lightweight for portability and be able to operate as a stand-alone unit. The upgrade is required to provide continuous time interval during measurement so that there are no aliasing or synchronization obscurations, and is required to provide the following: measure corrected spectral radiance, radiance, illuminance, spectral irradiance, luminous intensity, spectral radiant intensify, and radiant intensity. Since this instrument will serve as an upgrade, the equipment shall meet or exceed the following: measure wavelengths from 380 nm to 780 nm, spectral bandwidth of 5nm, spectral accuracy of +/- 2 nm, luminance accuracy +/- 4% of calculated luminance at 2856K, color accuracy for Illuminant A: x: +/- 0.0015 and y: +/- 0.001, standard deviation of repeated measurements (over a 15 minute period) not greater than 0.1% (for measurements above threshold level) typical spectral stay light less that 0.25% of peak response when measuring broadband source. The delivery is 120 days after award of the purchase order. The proposed action is for a supply for which the Government intends to solicit and negotiate with only one source, Photo Research located in Chatsworth, California. This notice of intent is not a request for quotations, however capability statements received with fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0237)
