Record Check Study (NIPRCS) is planned for each National Health
Interview Survey (NHIS) year, from 1997-2000, in conjunction with the
NHIS Immunization Questionnaire. The primary objective of the NIPRCS is
to survey the medical providers for approximately 3,000 children 12-35
months of age each year to validate the NHIS household responses and
adjust the NHIS national immunization estimates. The contractor will be
responsible for the mailing and collection of immunization coverage
data from medical providers. To this end, the contractor shall review
and finalize the data collection procedures used for the 1994-1996
NIPRCS, including both the mail survey of providers and the follow up
of non-responders. The contractor shall conduct interviewer training
for CDC immunization grantees who will collect the immunization data
from non-responding providers; shall key, edit, and process the data;
shall develop and apply matching criteria for comparing the NHIS and
NIPRCS results; shall develop and apply statistical models for response
and nonresponse errors; and shall statistically adjust the NHIS
immunization estimates based on the NIPRCS results. In addition, the
contractor will conduct a small study of nonrespondents each year to
help assess the NHIS nonresponse bias. The period of performance for
the contract is 48 months. Optional Tasks -- the NIPRCS may be
conducted in conjunction with the 2001 and 2002 NHIS Immunization
Questionnaires, extending the period of performance to 72 months.
Extensive experience in complex sample surveys, statistical modeling of
nonsampling errors, and the design and conduct of record check studies
is required. The estimated release date of this RFP is approximately
30 days after the date of this publication and the closing date will be
approximately forty five (45) days after issue date. All requests for

sources may submit a proposal which shall be considered by the agency.
