Request for Offer (RFO)5-12422-254 on a sole-source basis to the
Canadian Commercial Corporation (CCC) for 100% subcontracting to EG&G
Canada Ltd., for the acquisition of 36 Single Photon Counting Silicon
Avalanche Photodiode Detector (APD) Modules. These modules will be
incorporated into the Geoscience Laser Altimeter System (GLAS) to
measure Earth atmospheric cloud and aerosols profiles. The successful
single photon counting silicon APD must provide the following
capabilities: photon detection efficiency greater than or equal to 55%
detection wavelength of 532 nm, maximum count rate of 10 Mcounts/s,
dark counts less than 500 counts/s, and a minimum operational lifespan
of 3 years. NASA/GSFC intends to enter into a fixed price contract
with the CCC for 100% subcontracting to EG&G Canada Ltd. which has a
patented approach in the design of its single photon counting silicon
APD detectors. This is the only design known to the Government to
satisfy all minimum requirements. EG&G is the only manufacturer of the
proposed single photon counting silicon APD detector capable of
meeting the Government's minimum technical requirements (see the first
paragraph) and a 24 month delivery schedule. The statutory authority
is U.S.C. 2304(c)(1), Only One Responsible Source. This procurement is
being conducted under the NASA MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy. See Numbered Note 26.
Interested firms have 15 days from publication on the NAIS (or Commerce
Business Daily (CBD) if over $500K) to submit their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after 15
days without the required information will be considered nonresponsive
to the synopsis and will not be considered. A determination by the
Government not to compete this proposed contract, on a full and open
competitive basis, based upon responses to this notice, is solely
within the discretion of the Government. Firm date for receipt of
offers will be stated in the RFO. All responsible sources may submit an
