The Defense Supply Service-Washington, on behalf of the United States Air Force Scientific Advisory Board, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested. A written solicitation will not be issued. The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 90-46, March 1997. This solicitation is 100% set aside for small businesses, GSA Schedule holders, or GWAC IDIQs. The Standard Industrial Classification Code (SIC) for this requirement will be 7377, size standard $18 Million. The award of a Firm Fixed Price award is anticipated. This requirement is divided into two separate delivery schedules. The government reserves the right to make multiple awards for this requirement, if in the best interest of the government. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include the option provision. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months. STATEMENT OF WORK: The USAF Scientific Advisory Board (SAB) conducts studies of interest and importance to the Secretary and the Chief of Staff of the Air Force. These studies are 12month efforts beginning in January and concluding with an outbrief and written report delivered to the Secretary and the Chief in December. The studies are aided by technical writers and executive officers who travel with study teams between April and September. These persons help produce draft copies of the report and briefing while on the road. Portable computing capability greatly aids in producing these products. As draft input is provided from the technical writers, full-time SAB staff edit and prepare the final report and briefing. This staff also travels periodically with the study teams and collects data. Portable computing capability for this staff is also essential. SAB therefore requires the specified equipment and services in order to properly support SECAF- and CSAF-directed studies. CONTRACTOR REQUIREMENTS: Technical support (at least via phone line) must be provided by contractor, Monday through Friday, 0800-1700 Eastern Standard Time. Contractor shall provide this information to the Point ofContact identified at time of contract award. In the event of equipment failure, contractor must either repair suspect unit or supply replacement unit within 24 hours. Delivery of equipment will be at the following address on 01 October 1997 and 01 April 1998, as applicable: HQ USAF/SB, 1180 Air Force Pentagon, Washington, DC. Units specified in this requirement will be used primarily in the Pentagon; however, units will travel throughout the United States and occasionally overseas. The contractor shall permit return of defective equipment and return of replacement equipment, as necessary, to anywhere within CONUS. (0233)
