synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation is being issued as a
Request For Proposal (RFP). Solicitation number N00164-97-R-0177. The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45. This
acquisition is unrestricted. The Standard Industrial Classification
code and small business size standard is 3829 and 500 employees,
respectively. This requirement is for the purchase of a Mobile
Calibration System (MCS) and the set-up/training of that system as
follows: CLIN 0001-quantity 1 each -Mobile Calibration System Dayton T.
Brown Model MCS 6150 "Or Equal". Salient characteristics are as
follows: Intended Use-The Model MCS 6150 "or equal" is required to be
used at Corpus Christi Army Depot (CCAD) to calibrate various model of
Dayton T. Brown Test Systems currently used by CCAD in the
troubleshooting, repair, and test of Electro hydraulic Servo valves
used in various Rotary Wing Aircraft including the CH-47 Chinook and
the UH-60 Blackhawk. The MCS shall include the following salient
characteristics: 1. Provide calibration of Dayton T. Brown LE6000,
VP5005, and VP5150 series Test Systems. 2. The MCS shall calibrate the
Dayton T. Brown test systems in such a manner that calibration of the
tests is traceable to National Institute Of Standards and Technology
(NIST) requirements. 3. All parts/components shall be mounted on a
mobile cart. 4. The MCS shall use positive displacement "master" flow
transducers and precision "master pressure" sensors as the calibration
standards. Effects of Minor flow variation shall be reduced by using
the "timed average" method. 5. The system shall be equipped with manual
pressure source for pressure calibration and shall incorporate vent and
isolation valving. 6. The MCS shall provide: a. Pressure range: 0 to
6000psig in two ranges, 0-1000 and 0-6000, +/-0.07% full scale
accuracy. b. Flow range: 0.05 to 150 gpm in two ranges, 0.05-7.50, and
5.00-150. +/-0.5% of indicated rate (single K-factor), +/-0.10% of
indicated rate with K-factor correction (Interpolated values). c.
Working Pressure (Flow System): 3000psig maximum. 7. The system shall
provide rapid calculation of "true" flow and printing of a calibration
record. It shall be controlled by a Personal Computer operating under
MS-DOW, having 33Mhz or faster processing speed, and a 3.5" floppy
drive. Operator interface to the PC shall be a Qwerty type keyboard
arrangement with flexible membrane type protective cover suitable for
use in a shop environment. The keyboard shall be usable with the
protective cover installed. As a minimum the monitor shall be a color
13 inch SVGA .28 dot pitch. The printer shall be "Hewlett Packard"
laserjet 4L "or equal". 8. Electrical: 120vac, single phase, 15amp --
Hydraulic: Provided by test system or auxiliary hydraulic power supply
currently as CCAD. The contractor shall provide all hoses, fittings,
cables, etc. needed for the calibration of each test system listed in
Para 1.0 above. 9. a. Three (3) sets of Commercial-off-the-shelf (COTS)
manuals for the system including manuals for operation and maintenance
of major system components shall be provided with the system. b.
Contractor shall provide one (1) set of as-built drawings (such as
wiring diagrams, schematics, parts breakdown etc.) CLIN 0002 --
quantity 1 each -Set-up/Training of Mobile Calibration System in
accordance with the following Statement of Work: 1. The contractor
shall provide set-up and training on site at Corpus Christi Army Depot,
Corpus Christi TX. The contractor shall provide labor, facilities,
travel and resources to perform on site training of up to a quantity of
four CCAD personnel. Training shall include set-up, operation,
troubleshooting, and routine maintenance of the System. The contractor
shall include "classroom" style instruction and "hands-on" training.
During training, the contractor shall ensure that CCAD Govt personnel
are proficient in operating the equipment in such a manner that
existing "Dayton T. Brown" Test Systems Models LE6000, VP5005, and
VP5150 are calibrated by such a means traceable to National Institute
of Standards and Technology (NIST). 2. The contractor shall provide the
on site training within five calendar days after notification by the
Government Contracting Officer. The Government estimates on site
training to be a minimum of 24 hours and a maximum of 40 hours. END OF
STATEMENT OF WORK. Delivery shall be FOB Destination to Corpus Christi
Army Depot in Corpus Christi, Texas within 90 days from effective date
of contract award with inspection and acceptance at destination. For
purposes of the Prompt Payment Act, the Government will inspect and
accept or reject supplies within 30 days after receipt of supplies at
Destination. The Government requests the Standard Commercial Warranty.
The provision at FAR 52.212-1, Instructions to Offerors-Commercial,
applies to this acquisition. Offerors are to include a completed copy
of the provision at FAR 52.212-3, Offeror Representations and
Certification-Commercial Items, with their offer. The clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at FAR 52.212-5, Contract Terms and
Conditions Required To Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. Specific clauses
within FAR 52.212-5 which apply are: 52.203-6, 52.203-10, 52.219-8,
52.222-35, 52.222-36, 52.222-37, and 52.225-18. The clause at DFAR
252.225-7035, Buy American Act-North American Free Trade Agreement
Implementation Act-Balance of Payments Program Certificate (May 1995)
applies to this acquisition. Contract award will be made to the lowest,
technically acceptable offer. Offers are to be received at Naval
Surface Warfare Center, Crane Division, Bldg 64 Bid Box, 300 Highway
361, Crane, In 47522-5000 by 2:00 PM (Local time) on 02 September 1997.
