Warner Jr. 011-351-555401000-21459 SUBJECT: 5 CHANNEL MMDS WIRELESS CABLE BROADCAST SYSTEM This is a combined synopsis/ solicitation for comercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutews the only solicitation; proposal being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is F61040-97-R0038 and is issued as a Request for Proposal (RFP). This solicitation document, incorporated provisions, and clauses are those in effect Federal Acquisition Circular 92-51. This solicitation is unrestricted. The Standard Classification code is 3663 (for closing purposes only) and the small business size is 750 employees. This proposal shall be for : Item 0001, 1 each, 5 Channels Multi-point Multi-channel Distribution System (MMDS) Wireless Cable Broadcast System Transmitter. Unit shall recieve 5 raw video input signals, modulate them to 5 different non adjacent, NTSC, VHF channels, combine them into a single VHF signal, and transmit the signal at a microwave frequency in the range of 2.5-2.7 gigahertz (GHz). All transmitter components, except the antenna, must be rack mounted in a standard 19" equipment racks inside a cabinet with approximate dimensions of 22 inches wide by 30 inches deep by 76 inches tall. All equipment is to be installed in a single cabinet with the cabinet not exceeding 78 inches. Cabinet is to be fully assembled with all associated wiring to include standard 110 volt AC (VAC) grounded outlets for each component. Transmit antenna is to be wide band, high gain, antenna capable of 360 degree radiation. Antenna and all external cabing must be able to withstand a high humidity, high salt air eviroment, and withstand 120 mile per hour winds. All components are to utilize 110 VAC, single phase, 60 hertz (Hz) power, with the capability to run on 50 Hz in the future. All components are to be able to operate in an enviroment of 0-50 degrees Celcius, up to 95 percent, non-condencing relative humidity. Transmitter must provide adequate signal strength in the designated coverage areas. System must be expandable to 32 channels, utilizing up to three addtional equipment cabinets. All components must be modular so that if a component fails, it can be quickly and easily removed and replaced. All electrical components and cable must be Underwriters Laboratory (UL) listed. All components must be commercially available. Technical and repair data, including all applicable manuals, will be provided for each piece of equipment. Minmum one year guarantee on materials and workmanship of transmitter, beginning after system is successfully installed and tested. Item 0002: 1 each, MMDS Wireless Cable Broadcast System Repeater. Unit shall recieve amplify, and redirect microwave signals, in the 2.5-2.7 GHz range, into areas where signal penetration from main transmitter antenna is inadequate due to natural or man made obstacles. Unit must be convection (air) cooled and operate on 110 VAC, single phase, 60 Hz power. Unit must also be capable of opperating on 12 volts DC and be solar power compatable. All components must be weather proof for mounting externally. Entire repeater system, excluding reciever and transmit antennas must not exceed 18 inches on a side. Neither antenna shall four feet in diameter. Transmit antenna must be a wide band, high gain antenna with a minimum coverage of 40 degrees. Repeater system must be able to withstand a high humidity high salt air enviroment and withstand 120 mph winds. Repeater system shall be capable of transmitting up to a four mile radius. All electrical components and cable must be UL listed. All components must be commercially available. Technical and repair data including all applicable manuals, will be provided for each piece of wquipment. Minimum 1 year guarantee on materials adn workmanship of repeater, beginning after system is successfully installed and tested.
